Texas State Technical College (TSTC) is issuing this RFP for individuals or organizations who are qualified and experienced in asphalt paving. Services will be provided at the TSTC Waco Campus in the Industrial Technology Building parking lot located at 101 Campus Dr. Waco TX 76705. TSTC does anticipate the contract to exceed $100,000 and will require that a HUB Subcontracting Plan be submitted. Suppliers are not required to meet the State of Texas HUB goals however, TSTC requires that all suppliers make a good faith effort in achieving those goals. If a SIGNED HUB Subcontracting Plan and Execution of Offer is not submitted the bid will be disqualified. If you have any questions concerning the project, please submit those through the Q&A Board. Please be aware when the Q&A session is due, no questions will be asked after this period. Any issues uploading or submitting bids, suppliers must contact TSTC Sourcing Department at the moment that the issues occurred via email with screenshots. Failure to notify will affect any remedy that could have been applied. Contractor is required to tender to TSTC, in accordance with the Notices requirements herein, prior to commencing the Work, performance and payment bonds ("Bonds"), as required by Chapter 2253, Texas Government Code. For each consecutive calendar day after the substantial completion period set forth or extended by Article 2 that any work, including the correction of deficiencies found during the final testing and inspection, is not completed, the amount of xx ($xx) will be deducted from the money due or becomes due the Contractor, not as a penalty but as liquidated damages representing the Parties' estimate at the time of contract execution of the damages which TSTC will sustain for late completion. TSTC shall have 30 days after receipt of any Goods to inspect the rendered by Vendor. TSTC, at its sole option, may inspect all or a sample of the Goods, and may reject all or any portion of the Goods if it determines the Goods are defective or otherwise do not conform to the descriptions and specifications delivered in connection with the TSTC purchase order or otherwise communicated to Vendor in writing. If TSTC rejects any portion of the Goods, TSTC has the right, effective upon written notice to Vendor, to: (i) rescind the TSTC purchase order in its entirety; (ii) accept the defective and/or nonconforming Goods at a reasonably reduced price; or (iii) reject the non-conforming Goods and require the replacement or re-performance (as applicable).
