Renovation of a residential development in Melbourne, Florida. Completed plans call for the renovation of a residential development.
The scope of work shall include all labor, materials, equipment, permits, drawings, and services necessary for the proper completion of the work in accordance with the specifications detailed in the Work Write-Up (attached), the General Specifications (attached). All rehabilitation work must be carried out in compliance with locally adopted 2020 Florida Building Code 7th Edition. In cases where compliance with these codes are impractical and/or cost prohibitive, contractors will be required to comply with the code to the extent feasible as determined by the Building Department. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. All questions about the meaning or intent of the Invitation to Bid shall be submitted in writing and directed to City of Melbourne, Housing & Urban Improvement Division located at 695 E. University Boulevard, Melbourne, FL 32901, Attention: Clifford Pearson, Housing Rehabilitation Specialist. Questions may also be sent via fax at (321) 674-5738 or e-mail at clifford.pearson@mlbfl.org. Only questions answered by formal written addenda will be binding. Oral and other interpretations or clarifications will be without legal effect and shall not be relied upon by Bidders in submitting their bids. The City of Melbourne reserves the right to increase or decrease the quantity of any or all bid items as deemed appropriate. The unit price shall remain as accepted at bid award. All items deleted from award will be deducted from all Bidders' price sheets to determine the low Bidder. The bid opening will result in an apparent low bidder only and is not to be construed as an award. A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, may not transact business with any public entity in excess of the threshold amount provided in Section 287.017 of the Florida Statutes, for Category Two for a period of 36 months from the date of being placed on the convicted vendor list. The City of Melbourne, reserves the right to reject any and all bids, and to waive technicalities and informalities.
