Renovation of an educational facility in Lincolnton, North Carolina. Completed plans call for the renovation of a educational facility.
Lincoln County Schools is accepting bids to replace the boiler at West Lincoln Middle School. The removal and disposal of existing boiler (Manifest documents provided to owner if needed) Installation of new boiler Insulate piping as needed Replace two 1.5hp Taco boiler pumps/motor assembly Provide and reconnect electrical Reconnect water, fuel, and drain piping New boiler system must be configured with necessary components and be integrated with existing building automation (Alerton Controls) Permits and drawings will be the responsibility of the awarded bidder Replacement of associated pumps and devices as necessary to ensure proper operation and compliance of the new boiler system Must be completed by September 16, 2022 Bids that do not contain all of the information that has been requested will not be considered during the bid opening. All bids should include the following: Prices on supplies and labor Electrical Cost Demolition Cost Equipment Manufacture Equipment Warranty Labor Warranty Provide Alternate for extended parts and labor warranty Expected completion date Contractors must be licensed for work in the state of North Carolina The Maintenance Coordinator will be the contact person to assign specific areas as questions arise in accordance with the building principal. This project includes federal funding and attached to this solicitation is the federal "Prevailing Wage Determination" applicable to the project. The successful bidder must accept and abide by the wage determination and other applicable federal requirements in its contract with the owner. ESSER Capital Expenses and Prior Approvals Prior Written Approval Required for Capital Expenditures The ESSER I, ESSER II, and ESSER III Funds are subject to the Uniform Grants Guidance (Uniform Guidance) regulations. Uniform Guidance requirements state that capital expenditures for general purpose equipment (with a unit cost of $5,000 or more), buildings and land, including material improvements to buildings and land, are allowable as direct costs only with prior written approval of the federal awarding agency or pass-through entity, as found in the Code of Federal Regulations (CFR) in 2 CFR 200.439. Please ensure that your organization has identified planned capital expenditures in the allowable use table of the ESSER I, ESSER II, and/or ESSER III application. The approved plan gives DPI's approval as to the allowability of what is presented in the plan. If plans change, and a capital expenditure need is identified after the application is approved, the application must be amended, and planned use of the funds must be approved prior to any funds being spent on a capital expenditure. Documentation of this approval should be maintained as support showing prior approval and allowability of the purchase as a direct cost of the program.
