The City of Arcadia is known as "A Community of Homes," a reference to the strong, wellmaintained single-family neighborhoods that are prevalent in this community. The quality and variety of the single-family housing stock is a source of pride to the residents and elected officials. It is recognized that some single-family homeowners have fewer resources to maintain their residences because of income limitations or other issues. The Housing Rehabilitation Program is designed to assist such homeowners with home repairs/improvements to allow these homes to reach a higher maintenance level. The City has offered a Housing Rehabilitation Program using CDBG funds dating back to 1974. The City of Arcadia, through its Community Development Block Grant (CDBG) entitlement, provides up to $20,000 per qualified single-family homeowner for necessary repairs to enhance livability and maintenance of the home. The program also provides grants of up to $15,000 for multi-family, owner-occupied townhomes and condominiums, but limited to interior repairs. The City budgets sufficient CDBG funds to complete approximately 11 to 14 income qualified homeowner's projects each fiscal year. The administration of the CDBG program is performed by City staff. The management of the individual rehabilitation projects is handled by a consultant that is experienced in managing home improvements and CDBG funds. The purpose of this Request-forProposals (RFP) is for the City to determine the best firm to manage the housing rehabilitation program, based on the criteria described herein. The City of Arcadia receives its CDBG funding through the Los Angeles County Development Authority (LACDA). For Fiscal Year 2022-23, the City estimates a budget of approximately $269,000 for the housing rehabilitation program. The CDBG program allows for up to 20% of this budget to be used for program administration. In recent years, this has funded one part-time program consultant, and a small percentage of the salary of one full-time city employee. At a maximum of $20,000 per single-family residence and $15,000 per multi-family townhome or condominium, the City estimates the $269,000 program allocation for FY 2022-23 will fund between 11 and 14 housing rehabilitation projects, inclusive of program administration costs. The City of Arcadia is requesting proposals for professional services to manage its Housing Rehabilitation Program. The City is looking for a consultant that is experienced in managing housing rehabilitation for lower income residents, is knowledgeable in the use, requirements, and processing of CDBG funds, will be professional in representing the City with homeowners and contractors, will provide the time and attention necessary to complete each rehabilitation project within 120 days of approval, will provide regular office hours in City Hall, and will meet with City staff regularly to provide project updates. The specific scope of services will include: i. Processing of Applications o Eligibility Determination o Bid Processing (coordination, bid acceptance, license and insurance verification) o Prepare Grant Documents and process Grant Closing o Preparation of Environmental Form (NEPA) o Handle program inquiries/questions from Arcadia residents, contractors and the general public ii. Managing the Rehabilitation Work o Property Inspection and Work Specifications o Work Write-up and Itemized Cost Estimate o Photos and Submissions to State Historic Preservation Office (if needed) o Construction Management (inspections, progress payments, lien releases) o Monitor lead-based paint and asbestos risk assessment inspections and clearances o Fund Disbursement o Completion Documentation iii. Miscellaneous Services o Input information on LACDA website at each phase of project o Fund disbursement within two weeks of completion of each project o Notice of Completion (filed with the County Recorder's Office) o Accounting for disbursements to justify additional deposits o Providing quarterly reports of accomplishments o Recordkeeping and maintenance of files o Related services as needed Note: The City will provide a desk, telephone and computer, and typical office supplies to the consultant during their work in the City of Arcadia. Automobile use for work in Arcadia, including travel to and from job sites, is the responsibility of the consultant. The initial term of the agreement is to be for two years, with up to three, one-year renewals available at the City's sole and absolute discretion. The Method of Contractor Selection has not been determined at this Time.
