A request for proposals (RFP) was put out by the City on April 14, seeking bids to bring housing, walkability, and economic activity to Whitehaven. The site, which is at 3373 Regal Plaza Dr., was acquired by the City in 2020. Stated goals in the RFP include stimulating local economic activity, providing new housing options to existing Whitehaven residents -- "whose housing needs are not being met" -- and attracting new residents to the neighborhood "who desire a quality lifestyle." The RFP also lists goals of "maximizing housing affordability" and "green space and landscaping" for the redevelopment. The site on Regal Plaza Drive was formerly home to the 100-unit Maple Ridge Apartments, which is surrounded by single-family units, a church, and sits between East Holmes Road and Winchester Road. The site is zoned RU-3, allowing for a range of housing developments. RU-3 allows for single-family detached, single-family attached, or multifamily housing within at least 500 feet of a commercial mixed-use zoning. This project will be scored on a 100 point scale: 35 points can be earned for the quality of the development team, with specifics of the diversity of services provided, years of experience, financial capacity, and the quality of the development team; 40 points can be earned with experience on similar projects and the success of past developments; 25 points can be earned with the understanding of the City's desires for the site.
