More specifically, the contractor must carry out, without limitation, the quality control of the materials concerning: Reconstruction of the foundation and coating of the pipes Paving works Concreting works Assistance and sampling of contaminated soils Pumping station building construction Tender documents may be obtained through the Electronic Tendering System at www.seao.ca, for companies registered for this service. Obtaining documents is subject to the fees established by the SEAO. For any information, the tenderer must communicate, in writing only, with André Boisvert, head of the supply division of the City of L'Assomption, by email at the address appeldoffres@ville.lassomption.qc.ca, and this, at least seven (7) days prior to the opening of bids to allow a Project Authority to respond to all inquiries prior to the opening of bids. All requests received after this deadline may not be considered. Responses will be communicated in writing to all bidders. When a response has the effect of modifying the requirements of the estimate, this response must be presented in the form of an addendum. REQUIREMENTS Only bids submitted by a supplier with an establishment in Quebec or having an establishment in a province covered by an intergovernmental contract liberalization agreement applicable to the City will be considered. In addition, the bidder must make sure to file the completed and signed bidder's declaration. Otherwise, the submission will be automatically rejected. DATE AND PLACE OF RECEIPT Bids must be presented in two (2) envelopes identified as Professional services - Quality control of materials on site and laboratory analyzes - Hector-Papin Boulevard extension work and Agtech zone infrastructure . The qualitative offer must be sent in one (1) original hard copy and four (4) copies. The financial offer must be transmitted in one (1) original paper copy and four (4) copy(ies). Qualitative and financial offers must be sent according to the principle of a double envelope, i.e. in an outer envelope containing two separate, opaque and sealed envelopes, respectively marked Envelope A - Qualitative offer and Envelope B - Financial offer. All of the documents requested, with the exception of the Price schedule, must be submitted in envelope A or, if necessary, in any other container identified as such. Envelope A or the container that serves as it (Qualitative offer) must not include any price indication, otherwise the bid will be automatically rejected. The Price Schedule must be submitted in Envelope B (Financial Offer). The tenderer must provide, inside each of the two envelopes marked respectively Envelope A - Qualitative offer and Envelope B - Financial offer, one (1) USB key containing an identical electronic copy of the original papers placed in this envelope. This USB key must be clearly identified, as the case may be, by the mention Qualitative offer or Financial offer. The USB key placed in envelope A (Qualitative offer) must not include any price indication, otherwise the bid will be automatically rejected.
