DESCRIPTION: The USDA-Forest Service is advertising a administrative site roofing project on the Mark Twain National Forest in Salem, MO. The Contractor will be required to provide all transportation, material, labor, supervision, equipment, operators, tools, supplies, licenses, permits and other incidentals as required in the Schedule of Items and Specifications of the solicitation necessary to perform the services. CONTRACTOR QUALIFICATIONS: Interested parties are advised that registration in the System for Award Management (SAM) database is required prior to award of a contract. There is no cost for registration in SAM when registration is completed on the official SAM website (www.sam.gov). SET-ASIDE: This procurement is set-aside 100% for small business concerns. The NAICS code is 238160 Roofing Contractors The Small Business size standard is $16.5 Million. SOLICITATION DOCUMENTS: Solicitation 12445522Q0059 is being issued as an RFQ and will be awarded as a firm fixed price contract. Only one award will be issued. The solicitation and related documents will only be issued electronically via Contract Opportunities on www.sam.gov and are expected to be available for downloading on or around April 13, 2022 from https://www.sam.gov/. All responsible sources may submit a quote which, if timely received, shall be considered by the agency. SCOPE OF CONTRACT Remove existing asphalt shingles and felt to decking, and replace with new felt and shingles, roof vents, ridge vent, replace/install new eave and rake drip edge to match shingles, install new pipe collars, and install new flashing around all roof protrusions. Remove and reinstall guttering if needed. C.2 PROJECT LOCATON The project is located at 1301 South Main, Salem, Missouri 65560. Directions from Rolla, MO: Take Hwy 72 East for 24 miles, turn left at 32/72, drive 1.5 miles, turn right on Hwy 19 South. Drive 0.1 miles, arrive at office on right. C.3 MAGNITUDE OF CONSTRUCTION PROJECT The Government Estimate is between $25,000 and $100,000. C.4 TECHNICAL SPECIFICATIONS See Attachments in Section J SECTION D--PACKAGING AND MARKING D-1 PACKING AND MARKING All shipments of materials, equipment and/or supplies shall be addressed to the Contractor and not to the Government. D-2 PROJECT LABELING FOR OFFICIAL CORRESPONDENCE The Government singularly identifies each project with a contract number at time of award. The contract number is a unique identifier to purposely and permanently represent an awarded project. The Government issued contract number is to be referenced on all official communication starting upon notice of award. SCHEDULE NOTES a. There is a requirement for bonding and/or payment protections (Irrevocable Letter of Credit (ILC) or payment bond) if quote is over $35,000. The bonds or ILC will be for 100% of the award price and submitted within 10 days after contract award. See Section I for additional information. b. Contractor must be registered www.sam.gov to be considered. THIS IS A FREE REGISTRATION. c. A site visit is scheduled for April 25, 2022 at 1000 Central at the Project Site. There is a requirement to submit a technical proposal with your offer. See Section L & M for preparation instructions. e. Per FAR Clause 52.236-15, the Contracting Officer determines the successful offeror is required to submit a practicable schedule within 10 days of contract award. See Far Clause 52.236-15 for more information. Period of Performance: 05/16/2022 to 09/30/2022 AAP#608365 Roofing Replacement Salem Ranger District Admin Site Zone 1 Delivery: 30 Days After Notice to Proceed ARCHAEOLOGICAL OR HISTORIC SITES If a previously unidentified archaeological or historic site(s) is encountered, the Contractor shall discontinue work in the general area of the site(s) and notify the Contracting Officer immediately. CONTROL OF EROSION, SEDIMENTATION, AND POLLUTION (a) Operations shall be scheduled and conducted to minimize erosion of soils and to prevent silting and muddying of streams, rivers, irrigation systems, and impoundments (lakes, reservoirs, etc.). (b) Pollutants such as fuels, lubricants, bitumens, raw sewage, and other harmful materials shall not be discharged on the ground; into or nearby rivers, streams, or impoundments; or into natural or man-made channels. Wash water or waste from concrete or aggregate operations shall not be allowed to enter live streams prior to treatment by filtration, settling, or other means sufficient to reduce the sediment content to not more than that of the stream into which it is discharged. (c) Mechanized equipment shall not be operated in flowing streams without written approval by the Contracting Officer. INSURANCE COVERAGE Pursuant to FAR clause 52.228-5, Insurance-Work on a Government Installation, the Contractor will be required to present evidence to show, as a minimum, the amounts of insurance coverage indicated below: (a) Workers Compensation and Employer's Liability. The Contractor is required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit worker's compensation to be written by private carriers. (b) General Liability. (1) The Contractor shall have bodily injury liability coverage written on a comprehensive form of policy of at least $500,000 per occurrence. (2) The Contractor shall have property damage liability insurance shall be required in the amount of _$200,000_ per occurrence. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
