Per the owner, as of January 5, 2024, this project is on hold. The owner states that no design has been completed and no contractor has been selected. The owner states that they are not sure when this project will move forward. Closed solicitation has been included below for reference. .............. The City of Martinez is issuing a Request for Qualifications (RFQ) from Energy Services Companies (ESCOs) to conduct energy and water infrastructure modernization upgrades using program savings to fund recommended solutions. The scope of work will include turnkey design-build energy services to make needed upgrades to the City's facilities and infrastructure with the intent to reduce utility consumption, reduce operating costs, find additional funding opportunities, and gain efficiencies in operations. This self-funded contract will improve energy and water infrastructure systems while reducing costs and associated emissions and resource use. Under Government Code section 4217.10 through 4217.18, the City can enter into a performance contract with an ESCO for energy or water conservation projects if the ESCO can guarantee the City will receive economic benefits from these conservation measures. In January 2022, City Council recommended a synthesized RFQ that incorporates both water meter infrastructure upgrades and energy savings under the same contract. The contract will support the City's Climate Action Plan goals by upgrading water and energy infrastructure and reducing unnecessary losses to inefficient and outdated systems. This will make the City more environmentally and economically resilient moving into the future.
