The public improvement, upon which bids are requested, generally consist of installation of concrete floodwall, an earthen levee, sheet pile wall, removal, realignment, and reconstruction of 1st Street between E Ave to 2nd Avenue, traffic signals at 1st Street and 1st Ave intersection, 36 inch water main realignment, new water main 16 inch and smaller, and storm sewer. This work is located at 1st Street NW between E Avenue and 2nd Avenue including the intersection of 1st Street and 1st Avenue. The Engineer's estimate of probable cost is $9.9 Million. Bids shall be on a Unit Price basis. Early Start Date: Upon Receipt of Notice to Proceed Late Start Date: September 6, 2022 Milestones: Milestone 1 (04/30/2023) - All work between 1st Ave and 2nd Avenue on 1st Street required to open 1st Street to traffic including but not limited to temporary transition paving at 1st and 1st, paving and utilities. Milestone 2 (11/15/2023) - All project roadways including 1st Avenue, 2nd Avenue, and 1st Street open to unincumbered traffic and all work within and around roadway complete excluding seeding which may be performed in Spring of 2024 Milestone 3 (21 Calendar Days from Commencement) - All work within and requiring the closure of the I-380 3rd Street on-ramp and the E-F Avenue I-380 exit ramp until the ramps are able to reopen to traffic. Final Completion: May 31, 2024 The latest editions of the Iowa Statewide Urban Design and Specifications (SUDAS), and City of Cedar Rapids, Iowa, General Supplemental Specifications to SUDAS, and are available on the City of Cedar Rapids' website (www.cedar-rapids.org). Appended specifications within the Project Manual applicable to this project are available within the Project Manual include within the Bid Document available on Items included in the Project are exempt from State of Iowa and Local Option Sales and Use Taxes. Contractor is responsible for obtaining the exemption. Sales and Use taxes shall not be included in the Bid. Each bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of contract a corporate surety bond, in a form acceptable to the Jurisdiction, for the faithful performance of the contract, in an amount equal to one hundred percent (100%) of the amount of the contract. The bidder's security shall be in the amount of five percent (5 %) of the bid and shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on an FDIC insured bank The City Council of the City of Cedar Rapids reserves the right to reject any and all bids, to waive informalities and technicalities, and to enter into such contracts as it deems to be in the best interest of the City.
