FY22 STRI REPLACE WINDOWS QUARTERS 5 Type of Award: Firm-Fixed Price Commercial Service AMENDMENT 0001 - 04.19.22 adding pre-proposal conference and site visit information Pre-proposal Conference/Site Visit: A formal, scheduled site visit, along with a teleconference participation option will be held on Tuesday, April 26, 2022 at 11:00 AM CDT. All interested contractors will participate in a conference call with the contracting officer and the technical representative of the park where the solicitation/quote requirements and technical requirements will be covered, and all contractor questions will be taken. Upon completion of the conference call, those who are in attendance on site will be provided a formal tour of both sites with the contracting officer representative (COR). Contractors interested in attending the onsite tour shall meet at Stones River National Battlefield. 3501 Old Nashville Highway, Murfreesboro TN 31729 NTP 11:00 AM CDT. All interested contractors shall RSVP to participate in the available site visit NLT 2:00 pm CDT on Monday April 25, 2022. RSVPs will be received at tara_clark@nps.gov. Upon receipt of the RSVP the conference call number and passcode will be provided. If no RSVPs are received by 2:00 pm CDT on Monday, April 25, 2022 the conference call line will not be activated, the onsite tour will not be provided, and the formal site visit will be cancelled. The Statement of Work provides a detailed description of the requirement along with a couple of pictures. Once all questions have been submitted an amendment will be posted to provide each interested contractor with the conference call agenda and sign-in sheet and all questions and answers provided. Offerors are instructed to submit the following information with their quotes (Quotes shall be submitted IAW FAR 52.212-1(b)(Ref B.5 above)): Complete quote package consists of: a. Signed SF18 b. Technical Approach- A technical description of the items/services being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, equipment and processes to be used, or other documents if necessary. d. Past Performance - (Recent / Within the Past 5 Years & Relevant) (See attached Past Performance Worksheet) Incomplete quotes are not acceptable and will render the Offeror non-responsive. Respondents must have the Representation and Certifications in SAM.gov completed and updated prior to award. Legacy Doc #: NPS Period of Performance: 05/15/2022 to 10/30/2022 FY22 STRI REPLACE WINDOWS QUARTERS 5 The National Park Service, Southeast Region, West Major Acquisition Buying Office, hereby issues a combined synopsis/solicitation for a requirement for Stones River National Battlefield. The National Park Service (NPS) is seeking quotes for the removal of existing single pane windows (a total of 15 old windows) and furnishing and installation of a total of 15 new wood frame double pane Low E type windows in Quarters 5. The new windows will be the same design as those utilized in Quarters 4 (used as NRM Office) and 6. They are an energy efficient double pane window and a very close match of the existing windows. See the statement of work for more details. PROJECT MAGNITUDE: Below $50,000. Davis-Bacon Prevailing Wages for Murfreesboro, Tennessee will apply. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS code for this acquisition 238990. It is the contractors responsibility to be familiar with applicable clauses and provisions. This Acquisition shall result in award of a firm fixed price contract expected to be awarded by late April 2022. Evaluation factors: The selection will be made by evaluating proposals based on cost, technical approach and relevant experience. See clause section for weighting of these three evaluation factors. Bidders must be able to provide references of applicable experience in order to receive the award. Bids must arrive by electronical to tara_clark@nps.gov by the closing date noted in this solicitation. 1. BACKGROUND Quarters 5 is located within the boundary of Stones River National Battlefield, which is northwest of Murfreesboro, Tennessee, on Old Nashville Highway. This is a Mission 66 structure that was built in 1963. The principal features of the work include replacing the original single pane windows. This was last done approximately 59 years ago. 2. OBJECTIVES: The work of this contract consists of the removal of existing single pane windows (a total of 15 old windows) and furnishing and installation of a total of 15 new wood frame double pane Low E type windows in Quarters 5. The new windows will be the same design as those utilized in Quarters 4 (used as NRM Office) and 6. They are an energy efficient double pane window and a very close match of the existing windows. 3. PLACE OF PERFORMANCE: This project will take place at building 107 Old Lodge Lane, Murfreesboro TN. 37129 4. PERIOD OF PERFORMANCE: The period of performance shall be within 120 days after the start date on the notice to proceed. 5. TASKS: o Contractor shall always have a Point of contact on site that is fluent in speaking and understanding English to communicate with the park's COR. o Contractor shall remove a total of 15 existing windows and properly dispose of them. o Contractor shall remove and existing trim either on the inside of building or outside in a manner to be able to salvage as much historic fabric as possible. o Install 15 new wood frame double pane Low E type windows, the new windows will be the same design as those utilized in Quarters 4 (used as NRM Office) and 6. They are an energy efficient double pane window and a very close match of the existing windows. o Contractor shall use Sherwin Williams paint to match the existing interior color on the trim and window frame. o Contractor shall use Sherwin Williams solid color stain #2138 Stone crest or approved equal. for the exterior of the window. o Contractor shall apply one coat of primer and two coats of paint unless the paint contains primer in it. Then they can apply just two coats of paint. o Contractor shall dispose of all the debris properly in approved landfill. 6. SUBMITTALS: o The Contractor shall submit a sample or product brochure with specifications showing it matches up Quarters 4 & 6 windows. o Contractor shall provide a sample of the Stain and paint to be used matches with existing color. o Contractor shall provide a brochure for all products used. o Contractor shall submit safety plan for approval. o Contractor shall submit a copy of all warrantee paperwork o All submittals shall be on the Government CM-16 form and approved by the project COR. 7. GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, OR INFORMATION (GFP, GFM, GFE, OR GFI): There will be no Government-furnished property or services for the purposes of this contract. 8. CLEANING: o Exterior Cleaning: Contractor shall clean up all debris from job site.Clean building surfaces with recommended products. o Final Cleaning: Contractor shall remove all tools, equipment, surplus materials, and rubbish. Refinish surfaces of existing facilities that are marred, scratched, or damaged to match original condition. At time of final inspection, site shall be free of nails and wood debris and project shall be thoroughly clean and ready for use. 9. SECURITY: o The contractor is responsible for all materials and equipment on the job site at all times. o All employees working on the job site shall be legal to work in the United States of America and not be a prior convicted felon. o Park hours are from 8:00 AM until 4:30 PM. The Contractor may plan to work on site from 8 AM to 4:30 PM Monday thru Friday; except for Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Contractor shall not work outside of these hours, without prior approval from STRI Facility Manager. QUALITY ASSURANCE REQUIREMENT: The contractor shall develop and maintain a quality program to ensure services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work. The government will periodically evaluate the contractor's performance in accordance with the statement of work. A formal, scheduled site visit, along with a teleconference participation option will be held. All interested contractors will participate in a conference call with the contracting officer and the technical representative of the park where the solicitation/quote requirements and technical requirements will be covered, and all contractor questions will be taken.
