Construction of the Camino Real Regional Utility Authority (CRRUA) Border Region Arsenic Treatment Facility The Border Region Arsenic Treatment Facility project is an 800 gallons per minute water treatment facility for the removal of arsenic from existing groundwater wells. The following items will be included for the project: 1. Raw water piping and appurtenances on the site. 2. Concrete pad and new arsenic treatment system equipment. 3. HDPE geomembrane lined evaporation pond. 4. Electrical and instrumentation systems. 5. Finished water piping and appurtenances on the site. 6. Site work including grading, roadways, and fencing modifications. 7. Stormwater pollution prevention plan. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis. Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of 5 percent of the Bid. Bidders may not withdraw their Bids for a period of 60 days, excluding Saturdays, Sundays, and legal holidays after the actual date of the opening of the Bids. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. Complete instructions for filing Bids are included in the Instructions to Bidders. Wages for this Project are subject to the minimum wage rates as per the Federal Davis Bacon and/or the State of New Mexico. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest. Bidders shall certify that they do not, and will not, maintain or provide for their employees any facility that is segregated on a basis of race, color, creed, or national origin. Bidders shall comply with Title VI of the Civil Rights Act of 1964, the Anti Kickback Act, and the Contract Work Hours Standards Act. New Mexico Extended Payment Provision: This contract allows for Owner to make payment within 45 days. Payment by the Owner to the Contractor shall be made within these 45 days after submission of an undisputed monthly request for payment. This project is wholly or partially funded with United States Environmental Protection Agency funds, and therefore must comply with all federal cross cutter requirements. Neither the United States nor its department's agencies or employees is or will be party to this invitation for bids or any resulting contract. This procurement will be subject to all applicable federal regulations including the Davis Bacon Act requirements.
