The City is looking for Master Consultant Services for Project Management, Planning, Engineering and Design for the Tanforan Master Plan and Development Project. The purpose of this Request for Proposal (RFP) is to facilitate the selection of a qualified consultant firm or team to act on behalf of the City in reviewing and analyzing the proposed design and technical plans and studies for the Tanforan project. The selected Consultant will be responsible for reviewing the Project's entitlement and construction documents The City is seeking a Consultant(s) with expertise in urban planning, CEQA, architecture, civil engineering and overall project management. The city is seeking City of San Bruno 3 proposals from experienced individual consultants or groups ("Consultant") to provide on-call services under the direction of the Community and Economic Development (CED) and Public Works Departments. In particular, the Consultant will assist CED and Public Works in processing planning entitlement requests and to conduct related analysis of the proposed master plan, including urban design and architectural review of the proposed master plan, development of planning and urban design plans and guidelines, preparing and reviewing procedures, ordinances, and policies related to the master plan, and leading community engagement processes to support the above work among other tasks, listed in Section 3 and Attachment 2. It is the city's desire to have as many of the disciplines listed in this RFP as one consultant team for efficiency and to reduce contract administration. Written summaries of all questions and answers will be distributed to each consultant. Anonymity of the source of specific written questions will be maintained in the written responses. A clarification addendum will be issued, if necessary. Telephone requests for information or inquiries will be allowed only if the nature of the request or inquiry does not lend itself to formulation into a written question. Verbal inquiries, however, are discouraged and calling parties may be requested to submit written questions in lieu of receiving a verbal response. The intent behind this requirement is to ensure that consultants have available to them the same information and no inconsistent, incomplete or misinformation is communicated to any team. The method of contractor selection has not been determined at this time.
