This contract shall be for the resurfacing of various city streets for an estimated total of 290,300 Square Yards of Milling, 29,350 Tons of HLBC Wearing Course and 300 Tons of HLBC Base Course material. The work shall consist of the Vendor furnishing all materials, equipment, and labor necessary for the satisfactory completion of this project. All materials, equipment, and workmanship shall be in accordance with the West Virginia Department of Transportation, Division of Highways, Standard Specifications for Roads and Bridges, 2017, as amended. The bid and proposal form has been divided into two parts. Table A represents the quantities of milling and paving for all city streets listed in Appendix A. Table B represents the quantities of paving for streets within Spring Hill Cemetery as listed in Appendix B All questions pertaining to the specifications shall be submitted in writing to Purchasing Director, Jamie Bowles via email to bids@cityofcharleston.org no later than 4:00pm, Thursday, April 21, 2022. Questions submitted will then be compiled and answered in an addendum to be issued no later than 4:00pm Friday, April 22, 2022 Each bid must be accompanied by a bid surety in the form of a cashier's or certified check, or a bond written by a company licensed to do business in West Virginia, in the amount of 5% of the total bid for the project. The bid surety shall be made payable to the City of Charleston. The City Council or City Manager reserves the right to reject any or all bids and is not necessarily bound to accept the lowest bid if that bid is contrary to the best interest of the City. In making an award, intangible factors such as bidder's service, integrity, facilities, equipment, reputation and past performance will be weighed.
