Site work and paving for a mixed-use development in Broken Arrow, Oklahoma. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

Site Directions: ST1928 - NEW ORLEANS SQUARE - W. NEW ORLEANS ST. AT S. ELM PL. INTERSECTION AND STREETSCAPE IMPROVEMENTS: This project is located at the New Orleans Street and Elm Place intersection This project includes pavement reconfiguration, rehabilitation, and replacement of the New Orleans Street and Elm Place intersection. The new pavement configuration will include two through lanes in each direction along with dedicated left turn lanes at the intersection. Also, a dedicated right turn lane is included along north bound Elm Place for right turns onto east bound New Orleans Street. The proposed improvements include replacement of the interior intersection with a decorative full depth concrete pavement utilizing colored/patterned concrete and pavers. The existing asphalt pavement beyond the intersection proper will be milled and overlaid extending approximately 400 feet in each direction from the center of the intersection. The project also includes construction of approximately: 2,400 feet of 12" waterline; 2,200 feet of 5' wide concrete sidewalk; 600 feet of 10' wide concrete trail; medians; curbs and gutter; retaining walls; amenities; driveways; landscaping; hardscaping; irrigation; gateway features; street lighting; and traffic signal replacement. Total contract time for the project shall be Three Hundred (300) calendar days. Of this total calendar time, the first One Hundred Eighty (180) calendar days are dedicated specifically to substantial completion of the roadway construction between, and including, the curbs. The remaining One Hundred Twenty (120) calendar days are dedicated to; substantial completion of the remaining project (i.e. sidewalks, trails, landscaping, lighting, irrigation, gateways, amenities, retaining walls, and hardscaping located behind the curb line). It is anticipated that acquisition of some amenities, traffic signal and lighting components may take from Forty (40) to Fifty-Two (52) weeks after notice to proceed. Required Project Milestones: o May 17th, 2022 - Award construction contract by City Council o May 25th, 2022 - Pre-work meeting o June 1st, 2022 - Commence construction (contractor on site) o November 28th, 2022 -Substantial completion of roadway (180 days)* o March 28th, 2023 - Substantial completion remainder of project (120 days)* *Substantial completion shall be considered to account for material supply chain delays (including: some amenities, traffic signal and light components, etc.) Est. Sworn statement of the Bidder's assets and liabilities, technical qualifications and performance in the form of the latest annual report and financial statement are not required to be submitted with the Bidder's Proposal, but City of Broken Arrow may require such statements prior to award of the construction contract. Both the Statement of Qualifications & Experience and the Statement of Key Personnel Qualifications & Experience, using the forms found in Section II Proposal Documents, must be submitted with the bid and include, as a minimum, the information required herein. Failure to submit the information required in these documents may result in the City of Broken Arrow considering the Bid non-responsive and result in rejection of the Bid by the City of Broken Arrow. Bidders may be required to provide supplemental information if requested by the City of Broken Arrow to clarify, enhance or supplement the information provided in the Statement of Qualifications & Experience and/or the Statement of Key Personnel Qualifications & Experience. The apparent successful Bidder shall, within two (2) days after Bid opening, submit to City of Broken Arrow a list of the Subcontractors, Suppliers, individuals or entities proposed for the following portions of the Work: waterline, asphalt, and decorative concrete work. Such list shall be accompanied by a Statement of Qualifications & Experience as well as a Statement of Key Personnel Qualifications & Experience, using the forms found in Section II Proposal Documents, with pertinent information regarding similar projects and other evidence of qualification and experience for each such Subcontractor, Supplier, or other individual or entity. If City of Broken Arrow or Engineer, after due investigation, has reasonable objection to any proposed Subcontractor, Supplier, individual, or entity, City of Broken Arrow may, before the Notice of Award is given, request apparent successful Bidder to submit an acceptable substitute, within one (1) day of notification. If apparent Successful Bidder declines to make any such substitution, City of Broken Arrow may award the Contract to the next lowest Bidder that proposes to use acceptable Subcontractors, Suppliers, or other individuals or entities. In such event, the next lowest Bidder shall, within two (2) days after requested by the City of Broken Arrow, submit to City of Broken Arrow the above required list of the Subcontractors, Suppliers, and other individuals or entities. In evaluating whether a Bidder is responsible, City of Broken Arrow will consider the qualifications and experience of the Bidder and may consider the qualifications and experience of Subcontractors and Suppliers proposed for those portions of the Work for which the identity of Subcontractors and Suppliers must be submitted as provided above. As a Proposal Guarantee, a certified check, cashier's check, bid bond or irrevocable letter of credit issued by an insured financial institution as required by law must accompany each Proposal for an amount equal to five percent (5%) of the total Bid made payable, without reserve, to the City of Broken Arrow. The successful Bidder must, within five (5) days after receiving notice of award, furnish a Performance Bond, Statutory Bond and Maintenance Bond in the forms prescribed by City of Broken Arrow in the amounts equal to the Contract price.
