Work includes reestablishing the road templates on NFSR 24 and 25, by furnishing and placing a 4-inch lift of aggregate base material (3/4-inch minus) and stabilizing 4-inch aggregate with 80/20 lignosulphonate/magnesium chloride blend product. Aggregate Placement will start on NFSR 24 from the end of the previous treatment (Mile Post 5.8) to the intersection of NFSR 24 and NFSR 26 (Mile Post 13). Optional line item - NFSR 25 will be surfaced from intersection of NFSR 24 to approximately Wildcat Bridge (approximately 15 miles). The exact mileage of work on NFSR 25 will be dependent on funding available to award the best value offer received. Option Line Items (in the Schedule) will be used to reduce or extend the mileage total for NFSR 25. Magnitude of project: Between $1,000,000 to $5,000,000. This solicitation is set-aside 100 percent for Small Business under the NAICS 237310 ($39.5 Million). Award will be based on Best Value - Tradeoffs. The Government anticipates awarding a Firm Fixed-Price contract. No Formal Site Visit will be scheduled. However, unofficial site visits requests may be made with Contracting Officer's Representative (COR), Simon Cox (contact via email: simon.cox@usda.gov with a cc to: warren.abbott@usda.gov) after April 18th up through May 24, 2022. Please send any questions by email, in advance. Offer Submission: Interested parties should submit an offer in accordance with the requirements of the solicitation. Responses to this solicitation should be sent by email in electronic format to the Contracting Officer. All submittal and deadline requirements shall be met by use of email: warren.abbott@usda.gov. PROJECT LOCATON From Eager, AZ, travel west from the intersection of Central Avenue and Main Street on AZ-Hwy 260 for approximately 3.1 miles. Turn left (south) onto AZ-Hwy 261 and continue for approximately 17.9 miles. At the intersection with AZ-Hwy 273 turn left (south) onto AZ-Hwy 273 and continue for approximately 2.5 miles. AZHwy 273 turns to NFSR 249 (Three Forks Road). Continue travelling NFSR 249 for approximately 0.7 miles. Turn right (south-west) onto NFSR 249E and continue for approximately 0.7 miles to the intersection with NFSR 24. Turn left (south) onto NFSR 24 and at approximately 5.8 miles will be the end of the previous surfacing project. This project begins here and proceeds approximately 7.2 miles south on NFSR 24 to the intersection with NFSR 26. Just north of the Buffalo Crossing Bridge is the intersection with NFSR 25. Turn to the west onto NFSR 25 and the project will continue along this road for approximately 15 miles or as far as funding will allow. GENERAL SPECIFICATIONS 1. Roads shall remain open to public traffic during the project unless pre-approved in writing by Contracting Officer. 2. Road Reconditioning shall include blading, ripping and/ or scarifying as required to reestablish a roadbed crown of 3-5%, prior to placement of aggregate. Most of the route will require reshaping. The current road width, including shoulders, varies from 25 feet to 30 feet+. 3. All aggregate furnished shall meet the requirements of Exhibit 5 - 31 05 16 Aggregates for Earthwork, Table 31-2 Gradation G. 4. Contractor shall pull existing shoulders and ditch line to create new shoulder and ditch line for new aggregate surface. Maximum total roadway, including shoulders shall not exceed 24 feet Work shall maintain existing profile/template/drainage features. No new drainage/lead outs shall be added. 5. Aggregate Surfacing shall be placed to a full depth of 4-inch compacted, to a width of 22 feet, and maintain the 3-5% crown established during reconditioning. Centerline of new aggregate shall follow existing road centerline. Surface course fill slopes shall be 2:1 minimum. Road Stabilization agent will be mixed to provide uniform distribution throughout the 4" of aggregate at a rate of 0.8 gal/SY. After final compaction, a 0.2 gal/SY topical treatment of stabilizing agent shall be applied to the surface of the road. Lignosulfonate/mag chloride stabilizing agent shall be an 80:20 blend such as Desert Mountain DMC 820 or approved equal. 6. The contractor is responsible for obtaining all necessary permits for this type of construction, including any associated fees. 7. The contractor may be allowed to camp at the site during the construction period. This will require a district issued camping permit at no cost to the contractor. There are no restroom facilities in the immediate vicinity. Contractor shall provide portable facilities for their employees. 8. No government water source is available. 9. The standard specifications for construction of roads and bridges on Federal Highway projects (FP-14) are included in the specification per section C.4 of the bid package. 10. Contractor shall install and maintain all temporary traffic control for the length of the project. Temporary traffic control devices, signs, barricades, etc., shall be installed and maintained according to Section 635 of the FP-14 and the most current edition of the Manual on Uniform Traffic Control Devices (MUTCD). All traffic control shall be incidental to mobilization. 11. Contractor shall use the Apache-Sitgreaves NF Best Management Practices for Road Maintenance in addition to other documents when performing road maintenance on this contract. The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 550 calendar days from notice to proceed. The time stated for completion shall include final cleanup of the premises. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
