Set aside: This requirement is 100% set aside for HUBZONE small businesses 2. Small Business size standard: $39.5M 3. NAICS Code:236220 Commercial and Institutional Building Construction 4. Project Magnitude: Between $100,000 and $250,000 5. Prospective Offerers are highly encourage to attend a site visit at 10:00am CST on 27 Apr 22(see documents for Access Requirements Work to be accomplished consists of furnishing all plant, labor, equipment, appliances, materials, licenses or permits required and performing all operations in connection with upgrading security to Building 24 Headquarters, in the Louisiana Air National Guard. 1. OBJECTIVES 1.1 Description of Work Building 24 Headquarters currently requires higher security standards. The building needs new bullet resistant windows and doors, and modify general meeting areas. The Contractor shall be responsible for ensuring all work will meet current rules and regulations. 2. SCOPE 2.1 Applicability 2.1.1 All work performed under this scope shall be conducted in accordance with applicable Federal, State, and Local regulations, ANG policies and regulations, and this statement of work. 2.1.2 The work will conclude with final acceptance by the Contracting Officer or Contracting Officer Representative, warranty delivery, and financial closeout. 2.1.3 Contractor shall investigate the area for existing site conditions, existing utilities and easements, and demolition requirements. Utilities must be maintained for buildings in the vicinity. 2.2 Existing Conditions 2.2.1 Building 24 is approximately at thirty four year old brick building. There are multiple entryways and window openings around the building. The changes to enhance security for this scope will specifically occur in the Commander's area in Building 24, window openings, and entryways. 2.3 General Requirements 2.3.1 All materials installed or affixed to Building 24 shall be new. 2.3.2 Contractor will be responsible for visiting site to determine preparation, materials, labor, and equipment required for completing this work. 2.3.3 Contractor will be responsible for keeping work area safe and secure from the general public. 2.3.4 Contractor shall follow all applicable City, County, State and Federal codes and regulations, as well as proper safety requirements. 2.3.5 Contractor shall repair and restore to its original condition any equipment, materials or surfaces, damaged as a result of their operations during this contract. 2.3.6 If during any phase of work the existing or surrounding areas are disturbed/damaged, the contractor will be responsible for replacing/repairing and reinstalling affected items. 2.3.7 If hazardous materials are encountered during construction, removal, or demolition operations, comply with applicable regulations, laws and ordinances concerning removal, handling and protection against exposure or environmental position. 2.3.8 Any attached drawings are for reference only and are not intended to adequately represent existing or proposed conditions. 2.4 Installation 2.4.1 Room 129: Office Door 2.4.1.1 Remove existing office door opening relocate within Administration area. This includes frame, threshold, and hardware. Reference attached drawing for approximate location. Ensure all components shall be intact and usable condition upon removal. Frame shall be plumb, square, aligned, without twist at correct elevation, and have even clearances upon reinstallation. Door swing shall be same as existing. Repair flooring and wall where necessary and match with existing material. Coordinate with personnel to temporarily relocate any furniture, office supplies, equipment, and any other items/obstructions 2.4.1.2 Relocate existing electrical outlet. Install near new office door location and shall comply with the latest applicable electrical standards and code requirements. Outlet shall be tested after installation is completed. 2.5.1.3 Enclose wall opening. Provide and install new metal stud framing and insulation for new drywall partition. Utilize same drywall thickness, stud framing, rating, color, and base cove as existing. Drywall shall be installed and finished in a manner consistent with all applicable building codes, manufacturer's instructions and warranty requirements, and acceptable construction practices. Repair flooring where necessary and match new flooring with existing material. 2.4.2 Bullet Resistant Office Door 2.4.2.1 Replace and install new glass security door. This includes door frame, UL Level 5 glass, heavy duty closer, heavy duty select hinge system, and a magnetic lockset system. 2.4.2.2 Replace glass pane within metal frame with UL Level 5 fiberglass 2.4.3 Bullet Resistant Windows 2.4.3.1 Replace and install (2) sets of window units. This includes bullet resistant window and frame. Glass shall meet UL Level 5 requirements. 2.4.3.2 Ensure windows shall be double pane and insulated. Window opening size and style shall match existing. 2.4.3.3 Provide certification that the window construction utilized has been tested at an independent laboratory in accordance with UL 752 Standard for Safety and meet the bullet-resistant level requirements of this section. 2.4.4 Exit Only Exterior Doors 2.4.4.1 Remove all necessary hardware to prevent entry from outdoor on door openings. 2.4.4.2 Upgrade any existing hardware with equal or greater value where necessary. 2.4.5 Mechanical Double Doors *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
