he project generally consists of rehabilitating the existing steel girder bridge that spans the Schuylkill River and connects Royersford to Spring City, Pennsylvania. The Work will be performed under one Contract Owner:BOROUGH OF ROYERSFORD 300 Main Street Royersford, PA 19468 Engineer:ARRO CONSULTING, INC. 321 N. Furnace St., Suite 200 Birdsboro, PA 19508 Successful bidder will be selected by Owner at a later date. Questions will be accepted until 3:00 p.m., prevailing time, on June 2, 2022; All questions must be submitted through portal, The apparent low bidder and the next two lowest bidders must submit, to the Engineer, originals of the Bidding Documents within two (2) business days from the date of the bid opening. Reproduction of the Bidding Documents and placement on web sites other than PennBid, is not permitted. Bids may be modified or withdrawn at any time prior to the opening of Bids. After the Bid opening, Bids may be withdrawn only by complying with Commonwealth of Pennsylvania laws and regulations. A summary of such laws and regulations is given in the Instructions to Bidders (Document 00100). Bids shall remain open for a period of 60 days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. See Instructions to Bidders for other provisions on the time available for acceptance of Bids. The Contract will be subject to the Prevailing Minimum Wage Determination established by the Commonwealth of Pennsylvania, Department of Labor and Industry. It is brought to the attention of the Bidder that the Project will be funded by the Commonwealth of Pennsylvania Commonwealth Financing Authority, the Montgomery County Housing and Community Development (MCHCD), and Department of Conservation and Natural Resources (DCNR). The contract is subject to the regulations contained in the Grant. Bidder will be required to document compliance with the affirmative step outlined in the Guidelines on Utilization of Disadvantaged Business Enterprise (DBE) Firms: attached to the Bidding Documents. Failure to submit documentation within ten days after Bid opening date will result in rejection of the Bid. Each Bid must be accompanied by Bid security in the form of a certified check, bank check, irrevocable letter of credit, or Bid bond (on the form included with the Bidding Documents) for 10 percent of the Bid total. It is a requirement of this Contract that at least 50% of the Work be performed by prime Bidder own work force, not by subcontractor(s). It is a requirement of this Contract that Bidder shall have a minimum 5 year, 5 project documented experience in the type of Work required by this Project. The cost of each project included in Bidder questionnaire must be in excess of $250,000 in order to be considered project experience. Bidders, subcontractors, their workers and any persons providing labor and products to the Project shall be persons lawfully permitted to work in the United States and the Commonwealth of Pennsylvania. As a precondition of being awarded a Contract, Successful Bidder, and its subcontractor(s) are required, to provide confirmation of compliance with Act 127 of 2012, the Public Works Employment Verification The BOROUGH OF ROYERSFORD hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, or irregularities in any Bid. 1 Substantial Completion 180 LD- $1,000.00 2 Final Completion 210 LD- $1,000.00 3 Grant Deadline 12/31/2024 The project is mainly to convert the existing railroad trestle bridge, that spans the Schuylkill River between Spring City and Royersford, to become a pedestrian bridge for the local trail system. The project generally consists of, but is not limited to, clearing and grubbing of the site to the extents shown on the Drawings, the miscellaneous concrete maintenance necessary to repair and reinforce the piers and abutments on the bridge, replacement of longitudinal beams and repair of roller beams that are required to, restore the bridge and ensure long term bridge functionality, minor steel repairs to the top portion of the bridge, removal of the original railroad ties in order to install bridge risers, framing, and the precast concrete deck, providing a guard rail/railing system, excavating for, forming, reinforcing steel, and pouring reinforced concrete approaches at each end of the bridge, installing Wayfinding and Safety signage, and all site and trail restoration work both in and out of the work area as a result of the work of this Project.
