City of Batavia Genesee County Community Development Block Grant Program 2022 NBRC Infrastructure Grant Award GRANT ADMINISTRATION The City of Batavia is issuing a Request for Proposals from qualified consultants/firms pursuant to federal procurement standards (24 CFR 85) and New York State Office of Homes & Community Renewal (NYSHCR) procurement guide. The City has received a grant award in the amount of $334,000 from the FY 2022 Northern Border Regional Commission (NBRC) funds for public infrastructure. The Grant funds will be used for the installation of an 8" NPS water main and the connection of existing customers as well as provisions for future development. The project will include the design, bid and construction of a water main improvement on Bank Street in the location between Main Street on the South and Washington Avenue on the North. This project will involve the installation of an 8" NPS water main and the connection of existing customers as well as provisions for future development. Water main replacement - Bank Street from Main Street to Washington Avenue to install 950 linear feet of 8-inch diameter water main. This will include connection to the existing 12-inch water main at Main Street and a connection to the junction on an 8-inch and a 6-inch water main at Washington Avenue. There are six existing service connections that vary from 6-inch to 1- inch, that will be transferred to the new water main. A portion of Alva Place will be served by a short section of 8-inch water main for future development and added fire protection with a new fire hydrant. A new 6-inch service line will be stubbed to the site of a new police headquarters for both domestic and fire flows. Two existing fire hydrants will be replaced with new fire hydrants. Water main abandonment - This portion of Bank Street is served by a 4-inch cast iron water main that appears to be original to the street. At some point in time, the former St. Jerome's Hospital exapanded. In order to supply the increased need for water for the hospital site a short section on 6-inch water main was laid from Main Street to the Hospital's southern boundary. Estimates put this cast iron main as being nearly 90 years old. Both of these lines have had breaks over the years. Both the 4-inch and 6-inch lines will be taken out of service once the new 8-inch line has been constructed, tested and services transferred. This project will improve reliability, increase firefighting flows as well as being able to supply water needs for redevelopment projects in the important downtown business corridor. SCOPE OF SERVICES The consultant shall initiate and implement the approved FY 2022 Northern Border Regional Commission Grant (NBRC) funds awarded to the City of Batavia. The individual or firm selected will undertake the following administration and program delivery services: Initial program organization and project implementation plans; 1. Environmental reviews and other activities required to satisfy grant conditions; 2. Program management and oversight; 3. Advise on the establishment of required books, records and accounts for financial record keeping; 4. Program and project record keeping; 5. Assistance with labor standards, fair housing, MWBE and Section 3 requirements; 6. Assistance with procurement, selection and award of contracts for construction and professional services; 7. Develop program guidelines and eligibility for assistance depending on the nature of the programs; 8. Provide advisory assistance on program regulations and project implementation; 9. Prepare semi-annual reports and annual performance reports; 10. Provide and/or arrange for program delivery services as appropriate; 11. Provide guidance on lead-based paint regulations; 12. Other planning and community development activities and documents as may be required to implement the City programs. 13. SELECTION PROCESS AND CRITERIA The Consultant for this project will be selected according to the "competitive negotiation" method detailed in Section 85.36 of the Uniform Administrative Requirements (24 CFR Part 85) which governs procurement standards applicable to federally assisted projects. This Request for Proposals is not a Request for Qualifications; therefore, the consultant that would best serve the interests of the City will be selected using cost as one criterion. Cost is not the only factor in the selection of the consultant. In evaluation of the proposals, the City shall give the following evaluation factors the following weight or relative importance in the selection process. 1. The overall capacity of the consultant or firm and the range of 40% Services and experience with similar projects, specifically NBRC 2. The technical skills and experience of the designated project manager 40% And individuals assigned to the project. 3. Cost of consultant or firm services. 10% 4. References 10% TOTAL 100% Subsequent to reviewing and evaluation of competitive proposals, the City may, at its sole discretion, choose to interview some or all firms responding prior to final consultant or firm selection or may reject any or all proposals at its option. Consultants or Firms will be selected based upon the responsible firm whose proposal is most advantageous to and would best serve the interests of the City with price and the above factors considered. The City anticipates a fixed price contract that relates the level of payment to project completion milestones, or levels of achievement. The City reserves the right to select, not to select, or to re-advertise for proposals. SUBMISSION REQUIREMENTS Interested Parties Should Submit A Written Proposal To Include, The Following With A 10 Page Limit: 1. An overall description of the consultant's or firm's business, including history, management and capacity; 2. Specific qualifications of the consultant or firm regarding the scope of services described above, including experience and knowledge of the planning and grant programs being addressed and with similar projects and citation of appropriate references; 3. Resume(s) if personnel who will provide the services; 4. List of NBRC programs that have been administered by the consultant; 5. The overall approach the consultant will take in providing services; 6. Reference, including names, addresses, and telephone numbers from at least three current or former clients, and; 7. Total cost for grant administration. Professional service firms, individuals, or teams that include NYS Certified MBE or WBE firms or individuals and Section 3 businesses are strongly encouraged to submit proposals in the response to the RFP.
