East Manchester Township (Township) is accepting bids for an exclusive MUNICIPAL WASTE COLLECTION contract for residential properties for three years and recycling collection for the same years. The contract may, at the discretion of the Township, be renewed for an additional two years on the terms and conditions stated in the specifications. Bids shall only be accepted by first class mail, certified or registered mail, or hand delivery received by the above deadline. The bids, and the award of a contract, shall be considered during the Board of Supervisors meeting duly scheduled for Tuesday, May 10, 2022, at 7:00 p.m. The Bid must be on a form provided by East Manchester Township which is part of the packet. Bids should be in a sealed opaque envelope and marked "Bid for an Exclusive East Manchester Township Residential Municipal Waste Collection Contract". All bids must be accompanied by a Bid Bond in favor of East Manchester Township in the amount of $50,000.00, securing the successful bidder's performance of obligations up to the point of the contract start date. The Board of Supervisors reserves the right to waive any formalities or nonmaterial defects in its sole discretion, and to reject any and all bids. The Contract will be awarded to the qualified and responsible bidder stating the lowest cost for the collection, subject to the exception stated below. The lowest cost for collection will be based on the total cost for three years of the municipal waste service, including one Large Item per week, weekly recycling. For purposes of calculating the lowest cost for collection, the Township will use the following calculation: (Basic service cost per customer times 2,650 customers) + (Tag-a-bag fee times 18 bag times 200 customers). If the bidder stating the lowest cost, as above calculated, has stated a fee for each container tag that, in the sole discretion and based upon criteria chosen solely by the Township, appears to make the cost proposed by such bidder not to be the lowest cost among bidders, the Township reserves the right to (a) negotiate the fee for each container tag with such bidder to one which will make the proposed cost the lowest among bidders or (b) failing to reach an agreement, to award the contract to another bidder appearing to state the lowest cost among bidder.
