Contractor shall provide all labor, tools, equipment, supplies, and incidentals necessary to conduct a successful climate change adaptation study for the Pacific Coast Highway (PCH) bicycle and pedestrian infrastructure. Contractor shall identify planning level concepts or strategies that effectively address long term climate change impacts such as sea level rise (SLR), storm surge, coastal cliff erosion, and less frequent and more severe rain events, while improving bicycle and pedestrian accessibility within the State Route-1 (SR-1) study area. Through the development of planning level concepts, this study shall explore varying possibilities for interim and long-term solutions that are feasible and implementable in District 7 and similar contexts throughout the State. Contractor shall emphasize and assess restorative and nature-based solutions that are self-maintaining, multi-beneficial, and economical compared to existing practices. Contractor shall present within the study a comprehensive list of context-sensitive options that can be applied to satisfy Caltrans goals related to climate change adaptation, traffic safety, vehicle miles traveled (VMT) reduction and complete streets implementation. Additionally, Contractor shall also include within this study a methodology guide used to create cost benefit analysis of the proposed planning concepts that Caltrans can apply in the study area and other similar coastal locations. These conceptual plans and methodology will then be used by Caltrans for alternatives analysis and as guidance to inform various planning documents and future projects across the State. The Method of Contractor Selection has not been determined at this time.
