This expedites the process and reduces errors for both buyer and supplier. Purpose Iowa Department of Transportation (Iowa DOT) seeks a software developer to collaborate with Iowa DOT to create and implement a comprehensive Lane Closure System that will facilitate the planning, screening, coordination, approval, tracking and analysis of lane and shoulder closures on Primary Highways. The system will be accessible by internal and external users and use connectivity and automation with many varied existing systems to gain efficiencies and minimize the level of effort required by users. Although full development and implementation of the comprehensive system will take multiple years, it is the goal of the Iowa DOT to have the initial module developed and available for testing and implementation within the first 6-9 months of the contract. Contract Award A committee is established for the purpose of reviewing and evaluating proposed responses based on a set of criteria outlined in this RFP. Evaluation criteria will define categories with assigned weighted values to be used as a scoring measure to determine the best overall solution for the Department based on technical expertise and price, including, but not limited to the criteria outlined in this RFP (See attribute #12). The award shall be offered to a firm whose properly submitted compliant response best meets the requirements of the solicitation and receives the highest overall score of the weighted criteria.
