The City of Cheney, Washington is accepting proposals from qualified consultant firms. Cheney's potable water reservoir 1, a 1 MG circular concrete partially buried reservoir, has been determined to be experiencing deterioration of the interior roof and bearing support columns. Video inspections in 2012, 2017 and most recently 2022 have documented that the support columns are experiencing accelerated cracking and the supported concrete roof is settling. Goals o Evaluate the structural integrity of the reservoir 1 columns and roof.
o Develop and implement a plan to repair reservoir 1.
o Retain long term operation and reliability of this critical water system component. Scope of Work
The services required by City may include, but are not limited to working closely with the City's staff to: 1. Review the three videos of the reservoir 1 interior for structural inspection and evaluation.
2. Evaluate the structural integrity of the reservoir 1 columns and roof.
3. Determine and recommend appropriate repairs to or replacement of the columns and/or roof to restore structural integrity and retain operation for a minimum of 25 years life.
4. Recommend other repairs deemed necessary to reservoir 1 to retain operational longevity.
5. Develop written engineered plans and cost estimate for making appropriate repairs to reservoir 1.
6. Provide engineering oversite and construction inspection related to repairs to reservoir 1. Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria: 1) Qualifications of the firm or team;
2) Past experience of the firm or team;
3) Demonstrated understanding of the scope of work;
4) Approach to scope of work;

The Recipient, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in considered for an award. Submittals received by the City of Cheney in response to this solicitation become public records and are subject to Chapter 42.56 RCW, the Public Records Act. The proposer should clearly identify in its proposal any specific information that it claims to be confidential or proprietary. If the City of Cheney receives a Public Records Act request to view the information so marked in the Proposer's proposal and the City determines that it must produce that information in response to the Public Records Act request, its sole obligations shall be to notify the proposer (1) of the request and (2) of the date that such information will be released to the requester unless the Proposer obtains a court order to enjoin that disclosure pursuant to RCW 42.56.450. If the Proposer fails to timely obtain a court order enjoining disclosure, the City of Cheney will release the requested information on the date specified. The method of contractor selection has not been determined at this time.
