This is a Request for Proposal (RFP), and not an invitation to bid. Although pricing is very important, other factors will be taken into consideration in selecting a proposal. Proposals will not be accepted after the date and time stated above. An incomplete proposal or proposals that do not conform to the requirements specified herein will not be considered. Issuance of the RFP does not obligate the District to award a contract, nor is the District liable for any costs incurred by the proposer in the preparation and submittal of proposals for the subject work. The District provides wastewater collection and treatment services to approximately 93,000 residents. The District is a political subdivision of the State of California and operates as an independent special district. The District was created December 19, 1921, pursuant to authority of the State of California. The District's current political boundaries are comprised of the City of San Pablo, a portion of the City of Richmond, a portion of the City of Pinole and some unincorporated areas within western Contra Costa County. The District system includes 249 miles of gravity sewer pipelines, 17 lift stations, 6 miles of pressurized force mains, and a water quality resource recovery plant with an NDPES permitted capacity of 12.5 million gallons per day (MGD). The District will make payment to the vendor within thirty (30) days of receipt of a correct and complete invoice
