1. Bid proposals shall be based on lump sum bid information but shall include standard prices as indicated in this document. Standard quantities shall be used as basis for total contract if additions or reductions are made to this project. 2. The Town of Brigham Town Board reserves the right to accept or reject any or all bids or remove portions of this project for budgeting or other purposes that are in the financial or other best interest of the Town. 3. Conditions and Completion of Work: Chip sealing work shall occur only when pavement and air temperatures are 60 F, or higher, and rising with no rain forecasted before curing occurs. All designated road repair work must be completed by August 15, 2022. 4. Surface Preparation and Application: Immediately prior to applying the asphalt material, the entire existing surface shall be thoroughly cleaned of all loose dust, vegetation, and other objectionable material. Surface holes and frost dips shall be hard patched. Proposal must include watering and rolling of gravel roads before seal coating. Preparation, application, and compaction with roller shall be for the full width (grass to grass) of existing road surface along full length designated and marked the Town. 5. Chip Seal Asphalt: Contractor to furnish PG 58-28 5% Cutback Liquid Asphalt furnished by and blended at a State of Wisconsin and American Association of State and Highway Transportation Officials (AASHTO) certified liquid asphalt production facility, proportioned with a certified scale, and power mixer blended to specifications, heated to 350 F and applied. 6. Chip Seal Aggregate: Contractor to haul, place, and roll 3/8-inch fractured pea stone cover aggregate from Town stockpile in Barneveld. Except as noted, pea stone application rate shall be 150 tons per mile single-seal and 240 tons per mile double-seal, 20' equivalent mile. Contractor shall not waste aggregate: if application rates are more than 15% above 150 tons per mile single-seal or 240 tons per mile double-seal, Contractor shall provide the additional aggregate at their own expense. 7. Equipment and Employees: Contractor to furnish all machinery, labor, and other necessary incidentals to properly clean, seal coat, and roll various Town roads. 8. Traffic Control: Contractor shall be responsible for all temporary traffic control. All work will be done under traffic unless otherwise directed by the Town. No contract shall be issued until Contractor has furnished satisfactory proof of workers compensation coverage and a liability insurance policy in full force and effect in a company authorized to do business in the State of Wisconsin for his total operation in the amount of One Million Dollars ($1,000,000) complete liability umbrella policy covering injury, death, or destruction of property of any person other than the Contractor. Cancellation or reduction of insurance shall automatically suspend this contract and no further work shall be done.
