The project scope includes clearing, grubbing and earthwork on a portion of property at the corner of Nosef Drive and Industrial Drive. Also included is labor for laying drainage pipes as described in the construction documents. The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein. Contract time is 90 working days from the effective date shown in the Notice to Proceed. Liquidated damages in the amount of $250 will be assessed for each working day thereafter that the Work has not been completed. Bidders must be qualified under Mississippi Law and show a current Certificate of Responsibility issued by the Mississippi Board of Public Contractors establishing classification as to the value and type of construction work on which he is authorized to bid. The Panola Partnership hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women's business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder's Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to Panola Partnership as bid security. Bidders shall also submit a current financial statement, if requested by Panola Partnership. The successful bidder will be required to furnish a Performance Bond and a Payment Bond each in the amount of one hundred percent (100%) of the contract amount. The proposal and contract documents in its entirety shall be submitted in a sealed envelope and deposited at the offices of Panola Partnership, 150A Public Square, Batesville, MS 38606 prior to the hour and date above designated. No bidder may withdraw his bid within sixty (60) days after the date of actual bid opening, without Owner's consent. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with Supplemental General Conditions for Federally Assisted Construction Contracts. The award, if made, will be made to the party submitting the lowest and best bid. The Panola Partnership reserves the right to reject any and all bids and to waive any informalities or irregularities in the bids received.
