Clear Creek County seeks a qualified firm to design and engineer a fiber network to extend a main fiber line coming into the Town of Georgetown. Clear Creek County Engineering & Design of Broadband Fiber in Georgetown Colorado Architectural design services, if needed; Design/engineering services to complete the Georgetown fiber "loop" structure, hand holes, splice points, and connectivity access to public facilities; Project management: Provide complete project management support inclusive of OAC meetings, coordination, project administration, scheduling, budgeting, design review and final design report and prints; Onsite Supervision: Should remaining funds exist, provide construction oversight during a portion or all of the construction installation; construction oversight to ensure installation is completed per design/engineering plans; Provide all insurance requirements in accordance with Clear Creek County standards; Provide a payment and performance bond in accordance with Colorado law; Include an Owner's reserve and contingency amount to be controlled by Clear Creek County; each shall be 10% of the total GMP; In the design/engineering, selected firm shall review and become familiar with the Town of Georgetown building codes for installation and make recommendations as needed to ensure cost effective installation of fiber, e.g. trenching versus microtrenching. Should remaining funding exist, prepare and secure all permitting for the completion of the installation; Final as-built survey and CAD files for Clear Creek County's records; Bid Package; and Cost estimates. The County seeks to retain a qualified firm to provide all engineering, design, and construction oversight required to design/engineer an extension of a fiber line in the Town of Georgetown. The Project includes any necessary architectural, civil and structural engineering, possible construction oversight during installation, and contingency. The purpose of this Request-for-Proposal is to obtain relevant information, credentials, qualifications, experience and a proposed Project Approach from interested Firms to inform the County for selection of a fiber design/engineering company for the Project. The Town of Georgetown is located approximately 45 miles west of Denver along the I-70 corridor. Clear Creek County owns a portion of fiber in the I-70 right of way via the NWCCOG program, Project Thor. The intention of Project Thor is to provide middle mile service with splice points to attract internet service providers to the rural community. Currently, the only internet providers are Comcast, Century Link, and some satellite access. A main fiber line has been brought into the Town limits and travels approximately one mile to the County Annex and County Courthouse facilities. The County desires to extend this fiber in a loop formation around the Town of Georgetown with additional spurs to certain neighborhoods. The County desires the location of splice points and hand holes along this future fiber loop. The "loop" will also connect all public facilities such as a school, library, and Town facilities. (See Exhibit B) Georgetown historically hosted a population of approximately 1000 people and with new developments along the Georgetown Lake, population has increased another 300 people. Along with residential, commercial developments are increasing not only along the Georgetown Lake area but also along the "gateway" portion of Georgetown, directly off the entry roundabout. All work must be completed in a timely, efficient and safe manner to avoid damage to the location or disruptions to operations of the facilities. All work must be coordinated with the County IT staff, Georgetown Public Works staff, and with the Town of Georgetown regulations and standards.
