Scope of Services 1. The purpose of this RFQ is to develop a list of pre-qualified Respondents willing to provide inspection services for large diameter water delivery pipelines utilizing state-of-the-art inspection technologies on an on-call basis and to set forth project-specific agreement award procedures for work that falls within the solicited program. Technologies shall address the following pipe types under full, partially full, dewatered pipeline operational conditions Non-PCCP pipelines which includes concrete pipelines (C300 reinforced concrete cylinder, C302 reinforced concrete non-cylinder, and C303 pretensioned concrete), and metallic (welded steel/cast iron) pipelines. PCCP lines (C301 prestressed concrete cylinder pipe). Other Details Metropolitan will pre-qualify consultants for each of the following technical categories: Category 1: Rapid assessment tools for large diameter non-PCCP Inspections In-line pipeline inspection services for large diameter non-PCCP concrete and metallic pipelines under full or partially full operational conditions and without destructive removal of the pipeline components. Minimal short duration shutdowns to make minor modifications to existing flanges to allow entry into the pipeline and/or low flow conditions during pipe inspections are acceptable. Category 2: Comprehensive assessment tools for large diameter non-PCCP Inspections In-line pipeline inspection services for large diameter non-PCCP concrete and metallic pipelines that require a dewater pipeline, and/or requiring destructive removal of the pipeline components. Shutdown opportunities will be provided by Metropolitan for internal access to the pipeline. Category 3: Rapid assessment tools for large diameter PCCP Inspections In-line pipeline inspection services for large diameter PCCP lines under full or partially full operational conditions and without destructive removal of the pipeline components. Minimal short duration shutdowns to make minor modifications to existing flanges to allow entry into the pipeline and/or low flow conditions during pipe inspections are acceptable. Category 4: Comprehensive assessment tools for large diameter PCCP Inspections In-line pipeline inspection services for large diameter PCCP lines that require a dewater pipeline, and/or requiring destructive removal of the pipeline components. Shutdown opportunities will be provided by Metropolitan for internal access to the pipeline. 2. Respondents may propose and be pre-qualified in one (1), any combination, or all technical categories listed below, provided Respondent meets the specified requirements in this RFQ. 3. Selection of Respondents as pre-qualified shall be based on the minimum qualifications established in this RFQ.
