Demolition, site work, renovation and addition to a mixed-use development in Charlottesville, Virginia. The University of Virginia (University or UVA) invites highly qualified architectural consulting firms to submit Letters of Interest/ Statements of Qualifications and associated supporting materials for consideration in the selection of a consultant team to provide planning, architectural, and engineering design and construction phase services, to expand the current MRI suite in the University Hospital. The proposed Project includes the conversion of one of the current MRIs to a Focused Ultra Sound (FUS) MRI, the addition of one new MRI (#4), shell space for a future MRI (#5), and associated functions, in accordance with the latest version of the UVA Higher Education Capital Outlay Manual (HECOM). This Project is part of a Radiology Master Plan at the Hospital. The University may award the successful firm one or more future phases of the Master Plan at the University's discretion, under the same terms and conditions. The University seeks to retain a Construction Manager to join our team during the Construction Document development phase to provide constructability review, phasing and scheduling scenarios, logistics coordination, value management, early bid package assistance, full construction services for the University in accordance with the provisions of the University of Virginia Higher Education Capital Outlay Manual and RFP, and any other related services as directed by the University. This project includes the addition of one new MRI (#4), shell space for a future MRI (#5), and associated functions. The University has determined that Competitive Sealed Bidding is not practicable or fiscally advantageous for this complex Project; therefore, the contract will be awarded as a CM at Risk with Design Phase Services. University Hospital, originally designed and constructed in the late 1980s, is a Level 1 trauma center and provides over six hundred inpatient beds, procedural and operating rooms, specialized diagnostic services, and a myriad of support functions. During the last ten years, the UVA Medical Center has made major investments in critical infrastructure systems supporting the UVA Hospital, including the recent addition of the South Tower. However, with the growth in patient volume and advancements in the clinical uses of MRIs, existing MRI facilities have exceeded their operating capacities and the University needs to improve and expand them. At the completion of the South Tower, the Interventional Radiology suite moved to the new tower, vacating its space adjacent to the existing MRI suite, presenting the opportunity to expand the MRI suite, as well as to reconsider the planning of the large Radiology Department as a whole, leading to the creation of a new Master Plan, completed in 2020. This is the first of a series of projects contemplated by the Master Plan. The MRI Suite in University Hospital is located directly above the Central Sterile Services department, and directly below general operating rooms. Central Sterile is getting ready for a 17-phase HVAC renovation project and the work of these two projects will require careful coordination. The location below the operating rooms will present challenges during every phase of construction. Procedures in the operating rooms have been demonstrated to be extremely sensitive to the noise and vibration typical of construction work. While this is primarily an interior renovation, a new external shaft will accommodate quench and exhaust ductwork, and new knock-out panels will enable future equipment replacement. Quench and exhaust ducts for the two new MRIs are conceptually planned to run above the ceiling of the adjacent spaces, plan west of the new scan rooms. Those adjacent spaces are themselves to be reconfigured and re-purposed in a future phase, including demolition/ re-design/ relocation of all MEP systems that serve those spaces. This will require careful planning of systems for both the MRIs and the future phase, as well as phasing of the construction of those systems, since we will need to accommodate ongoing clinical operations in some of the adjacent spaces. Construction is anticipated to begin in fall/ winter 2023 and be completed fall 2024. The University is interested in demonstrated experience in the management of similar projects within a university setting. Examples of previous work associated with this type of project is important as well as personnel who have had direct participation with these types of projects, and experience working together on project teams. Examples of cost control and scheduling are also important. Where possible, all materials submitted should be fully recyclable. Submissions should be collated, on standard letter-sized paper and preferably clipped together without binding. To conserve paper, double-sided printing is strongly encouraged. Submittals will be evaluated, and a shortlist of firms selected. The selection of shortlisted firms will be based on demonstrated qualifications in projects of this type, ability to meet the proposed schedules, the quality and experience of the proposed team, the firm's plan for involvement of SWaM firms, experience with the University of Virginia Capital Outlay system, project safety record (not the firm), and other criteria as the selection committee may determine appropriate. Only firms licensed to do business in Virginia will be considered. The shortlisted firms will be issued a detailed scope of work/ request for proposal and invited to present a more detailed proposal and oral presentation of their qualifications and experience. Selected firms will be required to register in eVA (the Governor's electronic procurement web site,prior to the deadline for submission of responses to the RFP to be eligible for the award of the contract. Company's own status and/or proposed use of Small, Women-owned, Minority-owned, Micro, Service-Disabled Veteran, Employment Service Organization, 8(a), Economically Disadvantaged Woman-owned Small Business, and Federal Service-Disabled Veteran-owned (SWaM) firms will be considered in the evaluation of proposals. SWaM firms must be registered with the Virginia Department of Small Business and Supplier Diversity (SBSD) in Richmond for verification and consideration. Quarterly reporting of expenditures to SWaM firms will be required for the selected contractor.
