This bond is to be used to pay for both a $4.3 million remodel to the station on Division Street, which started earlier this month, and for an estimated $7.7 million remodel for the LaVenture Road station. Both stations are in need of more offices and living quarters, energy efficiency upgrades and a system that clears vehicle exhaust from the garage, Fire Chief Bryan Brice said in an earlier interview. Unlike a voter-approved bond, this is not funded by local property taxes. Instead, the council committed to service the debt with a federal program that reimburses the cost of ambulance rides for Medicaid patients. The city receives about $900,000 per year through this program, enough to cover the $842,000 annual cost of the 20-year bond. "That's a momentous occasion," Mayor Jill Boudreau said after Wednesday's unanimous vote. "We'll be moving forward on those very needed capital projects, and I'm sure the Fire Department appreciates it." The council has been discussing these projects since at least 2018, when a study determined the downtown fire station needed to be replaced and that remodels were needed at the LaVenture Road and Division Street stations. In 2019, the city asked voters to pass a $30 million bond to replace the downtown station, but the ballot measure failed. Brice said he hopes to discuss a replacement for the downtown station again once the other two fire station projects are completed. ___________________ The City of Mount, Vernon Finance Department will receive sealed bids for the general construction ofthe Mount Vernon Fire Station No. 3 Renovation according to the Contract. All communications regarding technical, scope, and/or project related questions and requests for clarifications, changes, exceptions, and deviations to the terms and conditions set forth in the ITB shall be submitted via Q&A through the Citys e-Procurement Portal at electronically Engineers Estimate $4,000,000 A Bid security in the amount of 5% of the bid amount is required to accompany each bid. The bid security shall be a cashier's check, postal money order, or surety bid bond in the form prescribed in the Contract Documents in an amount equal to at least 5 percent of the amount (including sales tax) of such bid proposal. Checks shall be made payable to the City ofMount Vernon, WA. Failure to submit the required bid security with the Bid shall render the bid non-responsive and the Bid shall be rejected. Should the successful bidder fail to enter into such contract and furnish satisfactory performance and payment bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Mount Vernon, WA. The award of the contract may be made to the next lowest responsive and responsible bidder based on the sum of the Base Bid, Unit Costs and accepted Alternates. Pursuant to 39.30.060 and the Instructions to Bidders, for bid proposals exceeding $1 million, each bidder shall provide the names of the Subcontractors with whom the Bidder will subcontract for the performance of heating, ventilation arid air conditioning (HVAC), plumbing and electrical and shall also provide names of the Subcontractors with whom the Bidder will subcontract for structural steel installation and rebar installation. The Bidder shall submit a. Subcontractor Listing Form for heating, ventilation and air conditioning (HVAC), plumbing and electrical within one hour after the bid submittal time to the City of Mount Vernon at the address indicated above. The Bidder shall submit a Subcontractor Listing Form for structural steel installation and rebar installation within fortyeight (48) hours after the bid submittal time to the City of Mount Vernon at the address indicated above. Bidders are encouraged to submit the forms with their bid proposals. The Contractor shall pay prevailing wages as currently published by the Washington State Department of Labor and Industries and shall comply with chapters RCW 39.12 and RCW 49.28. A Notice of Intent to Pay Prevailing Wages and prevailing wage rales for the Project, must be posted for the benefit of workers. At the conclusion of the Cont ract, the Contractor and its subcontractors shall submit Affidavits of Wages Paid to the Department of Labor and Industries for certification by the Director. Final payment on the Contract shall be withheld until certification by the director has been received by the City of Mount Vernon that the prevailing wage requirements of the law have been satisfied. The Contractor hereby certifies that it has not been cited for two violations within the last five (5) years and is thus not prohibited from bidding on public works contracts. The Contractor further assures the City of Mount Vernon that it will use no sub-contractor who is thus prohibited. Before award, the Bidder must meet the following Bidder responsibility criteria required by RCW 39.04.350(1) to be considered a responsible Bidder. The Bidder may be required by the City of Mount Vernon or Department to submit documentation demon strating compliance with the criteria The entire project must be substantially completed within 300 calendar days after the dated notice to proceed APN P106611
