The Borough of West View will receive sealed bids for the construction of Phase 3 Streetscape: Light Pole Instal- lation until 3 PM, prevailing time, May 11, 2022 at the offices of the Borough of West View, 441 Perry Highway, Pittsburgh, Pennsylvania 15229; Phone -412-931-2800. In general, the project is the replacement of approximately 20-ornamental post-top streetlights along Perry Highway (State Route 0019), near the municipal building, in West View Borough, Allegh- eny County, Pennsylvania. The work includes underground conduit and wire, concrete base construction, sidewalk repair, paving, and light post installation. Light posts will be provided by the Borough. All questions during the bid are to be submitted in writing up to 4 days prior to the due date. If any questions are raised for which adequate answers cannot be found in the Contract Documents, an addendum will be issued to all Bidders to clarify the issues. The Contract between the Borough of West View may be viewed at the offices of the Borough of West View by appointment during the scheduled business hours of operation of the Borough. Bids must be on standard proposal forms in the manner therein described and be enclosed in a sealed envelope bearing the name and address of the bidder on the outside, addressed to the West View Borough and marked with the project name. Bid must be accompanied by a certified check upon a National of Sate bank, drawn and made payable without condition to West View Borough in an amount not less than ten percent (10%) of the bid, or a bid bond of not less than 10%, and be delivered to the place and hour named. Compliance is required with the Pennsylvania Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFS 60-1.4); Executive Order 11652 (Utilization of Minority Busi- ness Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses. The Borough of West View reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the Borough of West View for a period not to exceed forty-five (45) days from the date of opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the contract. In no event will the Borough of West View consider a contractor as eligible if they cannot initiate the work under the contract within the 30-days of the contract execution and proceed to successful completion of the work within 90- consecutive calendar days of the Notice to Proceed. The Owner reserves the right to reject any or all bids or to waive any informalities in the bidding.
