As of May 26, 2022, this project is still in the planning stages. No firm timeline has been established for the construction. *The previous solicitation is listed below for reference THIS IS A SOURCES SOUGHT. THIS IS NOT A REQUEST FOR PROPOSAL. This announcement constitutes a Sources Sought for information and planning purposes. Norfolk Naval Shipyard (NNSY) intent of this announcement is to identify qualified and experienced sources for a contract vehicle that will provide support services as defined in the attached draft Statement of Work. This announcement constitutes a sources sought for written information only. This is not a solicitation announcement for proposals and a contract will not be awarded from of this announcement. This announcement is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. Background: The NNSY Contracting Department requires procurement of high density storage shelving in Building 297 to optimize floor space, adequately organize stored materials and provide staging areas to properly receive and catalog materials. The Government intends to reuse as much of the existing pallet racks and high density shelving in building 297 as possible, to be utilized elsewhere throughout the warehouse at NNSY's discretion. Objective/Scope: The objective is to provide fully operational storage system with increased capacity and efficiency. Scope of Work: The Government requires a fully operational storage system with increased capacity and efficiency. The Government intends to reuse as much of the existing pallet racks and high density shelving in building 297 as possible, to be utilized elsewhere throughout the warehouse at NNSY's discretion. After the vendor inspection, the Government requires a summary of materials to keep, materials that require replacement, and new floor plan for the storage of materials in the building to optimize the space. A site visit will be required, the contractor will be required to visit Building 297 of Norfolk Naval Shipyard, in order to perform a pre-assessment for pricing purposes. The contractor, and NAVFAC, will not be responsible for performing any modifications to Building 297 within the scope of this contract (i.e. drilling, floor leveling, anchoring, fire suppression, fire alarm mods, electrical mods, etc). The contractor will not be removing any existing material or shelving from their current locations. NNSY labor force personnel will be responsible for removing any existing material and shelving from their current location and storing the items in a staging area. The contractor shall inspect current racks and storage systems for any damage by forklift or other means compromising it and preventing it from being salvaged and/or reused. The contractor shall provide a complete assessment of the existing warehouse pallet rack that would remain, by accredited industry experts, to further ensure that it meets the required Governmental and Industry safety standards, for safety and weight capabilities for the stored materials. The contractor will try to recycle up to 50% of the existing 320ea warehouse pallet racks. The contractor shall incorporate a series of high powered High Density Mobile Aisle shelving Systems outfitted with adjustable Four Post shelfing in a range of widths, depths, and height clearances to optimize/maximize storage and consolidation of the 50% non-palletized inventory from the current racks in the Shop and Direct Material Inventory (DMI) warehouses. Equipment Description/Specifications: "Staging Areas" each with two (2) existing 9' wide pallet rack units, two (2) Wide Span shelving units, and one (1) Mobile Work table with casters 72" wide x 36" deep with a height of 30-36" with a shelf underneath. Forty (40) total rows of shelving unit systems in the DMI (Direct Material Inventory) area, with each row containing six (6) shelving units. Each shelving unit shall contain six (6) shelves, with each shelf having a weight capacity of 300 pounds. Forty (40) total rows of shelving unit systems in the Shop Stores area, with each row containing six (6) shelving units. Each shelving unit shall contain six (6) shelves, with each shelf having a weight capacity of 300 pounds. Five (5) total rows of shelving unit systems in the Defective Material Storage Area, with each row containing five (5) shelving units. Each shelving unit shall contain six (6) shelves, with each shelf having a weight capacity of 300 pounds. Warranty The contractor shall provide a warranty period of two years on all work and equipment. . Within the warranty period, the contractor will provide technical support, via telephone, to troubleshoot & return the system to operational state. If unable to restore system operations within 1 day, a technical support team will be sent for on-site repair within 2 days. After the warranty period, a telephone help desk number will be provided to maintain support for the life of the system. Period of Performance: The contractor will start work no later than 30 September, 2022, with a period of performance of 90 days. Any existing material that needed relocating during the period of performance, the Government will store it in a shipyard approved staging area, and will be under the cognizant of NNSY. Coordination between the Contracting Officer and the Site POC will be required after contract award, to establish the start date in order to de-conflict any known mission events or complete any other required site preparations. Place of Performance: All work to be accomplished at, and all items will be shipped to, Building 297, Norfolk Naval Shipyard, Portsmouth, VA 23709. Work shall be accomplished Monday through Friday, inclusive, between 8:00 AM and 4:00 PM, inclusive, except federal holidays. Security Requirements: All commercial vehicles are required to enter NNSY. This includes construction, food, supply, FedEx, and UPS deliveries, as well as contractors entering with company trucks. Hours of operation for the main gate (Gate No. 15) are 24/7. In order to obtain a pass, contractors will have to submit information required for an Entry Authority Letter (EAL) to include, but may not be limited to: Full name, SSN, Date of Birth, and driver's license number and state of issue. A background check of each contract employee will be conducted utilizing the National Crime Information Center (NCIC) system. Badges will only be issued to those contractors who pass this background check. The contractor will need to enter the Controlled Industrial Area (CIA) to access the work area, and may need to enter an area containing sensitive information (i.e. U-NNPI, NOFORN), but will be under government supervision at all times while in building 297. A DD Form 254 and OPSEC Plan are not required. Anticipated NAICS Code: The NAICS Code for this requirement is 337215- Showcase, Partition, Shelving, and Locker Manufacturing, which has a corresponding Size Standard of 500 employees, and Product or Service Code, (PSC) of 3990 Installation of Equipment. The Government has not yet determined whether an existing strategically sourced vehicle will be used to satisfy this requirement. The Government will use this information to determine the best acquisition strategy for this procurement. The Government requests that interested parties respond to this notice if applicable and identify your business status to the identified NAICS code. The Government is still determining the acquisition strategy and if this acquisition will be a small business set-aside, then FAR clause 52.219-14, Limitations on Subcontracting, applies. Note that if there is sufficient demonstrated interest and capability among small businesses, a key factor in determining if an acquisition will be a small business set-aside is that two or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in FAR clause 52.219-14. If it is determined that a small business set-aside is appropriate and your company anticipates submitting a proposal as the prime contractor for a small business set-aside, please provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, and if subcontracts are to be used, provide anticipated percentage of the effort to be subcontracted and whether small or large business subcontractors will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. Capabilities Statement: Prospective vendors will need to demonstrate they are capable of procuring and installing the same or similar aforementioned equipment by providing a capability statement, to include past performance information. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. Provide no more than three (3) past performance references. Please also include in the past performance information the full contract numbers, dollar value, point-of-contact: name, telephone number, email address, and period of performance for each contract referenced in the response to this SS. Reponses to this Sources Sought request should reference and shall include the following information in this format: Company name, address, point of contact name, telephone number, facsimile "fax" number, and email address. Contractor and Government Entity (CAGE) Code. Size of business - Large Business, Small Business, Small Disadvantaged, 8(a), HUBZone, Woman-owned and/or Service-Disabled Veteran-owned. A copy of SAM.GOV active registration. Must reflect SAM Unique Entity Identification (UEI), Commercial and Government Entity, and Reps/Certs (not included in page limit). Please describe your company's ability to procure and install the high density shelving equipment and how the work will be performed. Comments on the proposed Period of Performance schedule. Anticipated number of days work could start and be completed after award. Comments or suggested changes to the Government's NAICS Determination. Identify conditions or issues the U.S. Government should consider or may interfere with the intention of this project. An estimated Rough Order of Magnitude (ROM). Past Performance (Not included in page limit). Examples of recent high density shelving projects (graphics/photos-may include specifications). Include any other supporting documentation. Comments on the notional equipment list. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed five (5) typewritten pages in no less than 12 font size.
