Demolition, site work, paving and new construction of a bridge / tunnel in Middletown, Indiana. Conceptual plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

This Request for Qualifications (RFQ) is the official notice of the need for professional services by the Board of Commissioners of Hendricks County, Indiana. Services shall consist of the Preliminary Engineering for the replacement of the listed bridges. County Bridge # 109 CR 400 W over Ramp Run, 0.05 miles S of CR 200 N County Bridge # 136 CR 550 W over east fork of Mill Creek, 0.40 miles N of US 40 County Bridge # 189 CR 100 W over Mud Creek, 0.20 miles N CR 900 S County Bridge #193 CR 1000 S over branch of McCracken Creek, 0.80 miles E of SR 39 Professional services requested shall include Route Survey, Geotechnical, Preliminary Design, Utility Coordination, Final Design, Permits, Right of Way Engineering, Right of Way Plans and Right of Way Staking. Construction for all bridges is planned for Federal Fiscal Year 2026. Each Proposal shall include the following as a minimum: a. description of the proposed project; b. description of anticipated work elements; c. proposed staffing for the work, including designation of project manager; d. proposed schedule of work (in calendar days); e. location of office where work is to be performed; f. anticipated work to be sublet; g. statement of present workload; Selection of professional consultants by Hendricks County is not based on competitive bidding. The design of the project will be totally County funded and will not be subject to the INDOT selection process. However, construction will be funded by federal aid, therefore, the design must meet INDOT and FHWA standards and approval by INDOT and FHWA will be required. Approvals of other state and federal agencies (Indiana Department of Natural Resources, Corps of Engineers, etc.) may be necessary. The design shall include preparation of right-of-way grants and bid documents. The right-of-way descriptions must be metes and bounds description tied to section lines and section corners. This requires locating and/or monumenting section corner stones. The consultant will prepare all documents for acquisition of right-of-way. Estimates will be made on a per parcel basis. The Hendricks County Commissioners intend to proceed with the selection process without delay but reserves the right to divide each as they choose and use as much time as they consider necessary to analyze the proposals. The Hendricks County Commissioners also reserve the right to reject any and all proposals and to group award of the projects as they see fit. The method of contractor selection has not been determined at this time.
