Site work and renovation of a water / sewer project in Pleasanton, California. Completed plans call for the renovation of a water / sewer project.
The Work consists of, in general, 1) installing permanent chemical storage and feed facilities to manage the concentrate quality prior to discharge, 2) improving the existing Mocho 4 Well building to address selected structural components, and 3) installing pre-procured (by Owner) concentrate sump pumps and selected VFDs. Contractor shall furnish and install all new equipment as specified in the Contract Documents. Contractor shall comply with all required Alameda County Health Orders, including those for COVID-19. Bidding Documents contain the full description of the Work. Each bidder is required to have a current California Class A - General Engineering license to bid this Contract. Joint ventures must secure a joint venture license prior to award of this Contract. Removal, handling, and/or disposal of hazardous materials may by law require hazardous substance removal certification by the Contractor's State License Board. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirement of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter [1770-1784 Labor Code], unless currently registered and qualified to perform public work pursuant to Section 7029.1 of the Business and Professional Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. The successful Bidder must comply with all prevailing wage laws applicable to the Project, and related requirements contained in the Contract Documents. Pursuant to applicable provisions of the Labor Code, the District has implemented and shall enforce a Labor Compliance Program (LCP) for the Work. The successful Bidder shall be required to comply with all the requirements of the District's LCP and applicable provisions of the California Labor Code. In bidding on the Work, it shall be each Bidder's responsibility to evaluate the cost of complying with the District's LCP. Bidders shall include all costs of compliance with specified requirements in their bids. District specifically reserves the right, in its sole discretion, to reject any or all Bids, or re-bid, or to waive inconsequential deviations from Bid requirements not involving time, price, or quality of the Work. g. Furnish and install tubing and piping to create a double wall containment pipe system to transfer sulfuric acid from the new sulfuric acid bulk storage area that will be created as a part of this project to the reverse osmosis concentrate header in the Demineralization Building. Furnish and install an injection quill and leak monitoring system associated with the double containment pipe system. h. Furnish and install a new chlorine analyzer and sample sink in the Mocho 4 Well Building, as well as associated sample lines, water supply, and drain piping. i. Demo existing pavement and construct a new chemical offload and delivery area with integral catch basin. Furnish and install yard piping as necessary to connect the new catch basin to existing pumping that flows into an existing containment sump. j. Install Owner provided sump pumps in the Demineralization Building. Furnish and install all associated guide rails, power supplies, and discharge piping. k. Install Owner provided variable frequency drives (VFDs) for the reverse osmosis concentrate sump pumps, and install an Owner provided VFD for the existing clean-in-place pump. l. Furnish and install new HVAC ducts in the Demineralization Building's Electrical Room. m. Coordination with the District including submission of Specification Section 01140 Appendix 1 - Construction Coordination and System Outage and Startup Request Plan (COORD-SOR), processing submittals, project startup, testing, cleanup, and project closeout.
