This Advance Contract Award Notice (ACAN) is a public notice indicating to the supplier community that the City of Regina (City) intends to award a contract for providing accessible pedestrian signals ("APS") to a pre-determined supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in this ACAN, on or before the closing date stated in the ACAN, the City may then proceed with the award. It is the intention of the City to enter into a three-year agreement for accessible pedestrian signals. The supplier must be able to provide accessible pedestrian signals that meets the following requirements: The APS system meets the functionality requirements of the Manual of Traffic Control Devices. The APS system meets National Electrical Manufacturers Association (NEMA) for temperature, humidity, transient voltage protection, electrical reliability, mechanical shock and vibration requirements. The APS system meets the CSA standards. The APS system is designed to be vandal resistant. Raised tactile arrow shall be Cast Aluminium Nickel plated and powder coated for colour contrast with the arrow being able to easily be rotated and changed direction. Provide a minimum of two locator tones. Provide a minimum of seven field selected "Walk" sound options with three mandatory sounds of: Cuckoo, Chirp, and Canadian Melody. Provide a pre-walk message with extended push. The APS system will have high quality audio technology to adjust sound levels based on ambient noise levels. The system will have standard "Travel Direction" options that can be selected at the time of installation via Bluetooth connection to IOS/apple devices. The firmware and voice messaging will be upgradable via Bluetooth connection to IOS/apple devices. The APS system will have wireless communication access and changes to the settings can be made securely through Bluetooth connection to IOS/apple devices. The APS system shall be compatible with Econolite (Cobalt, ASC/3, and ASC/2) Traffic Signal Control Units and shall be compatible to connect with the Traffic controller using Synchronous Data Link Control interface. The APS system shall have touchless capabilities requiring pedestrians to wave their hand in front of the button to initiate a call. The APS system shall have a mobile application that is fully compatible and can provide: location information, direction information, activation of push buttons using the app, assistance in locating the physical push button, works with text to speech built into smartphones. The APS mobile application shall also work with the existing Polara push buttons currently installed so multiple applications are not required to transit the City of Regina. The APS shall have the option of being mounted to the vertical pole by bandit strapping. Astrographic Industries Ltd. has been identified by the City as the pre-identified supplier. This is based on Astrographic Industries Ltd.'s exclusive ability to supply the City with the requirements as noted above. Suppliers that consider themselves able to meet the above-specified requirements and able to provide the services/deliverables described herein can challenge this action by submitting a written statement of capabilities that clearly demonstrates how they meet these requirements. All authorizations and references required in this document must be included with the statement of capabilities. All statements of capabilities that are received will be evaluated to determine if one or more suppliers other than Astrographic Industries Ltd. are capable of meeting the requirements. In the event that one or more suppliers are capable of meeting the City's requirements, the City may conduct another competitive process before making any final award. If no written statements of capabilities are received, or if the City determines based on its evaluation that no other supplier is capable of meeting the City's requirements, the City intends to proceed to award the agreement to Astrographic Industries Ltd. and no further procurement process will be undertaken. Until a formal written agreement is finalized and accepted by both the City and a supplier, the City does not intend to create any contractual relationship (either expressed or implied) or create any other legal duties or obligations with any supplier submitting a response to this ACAN. Without limiting the generality of the above statement, the City reserves the right, in its sole discretion at any time and for any reason, to: a) Reject any or all responses to this ACAN; b) Accept any non-compliant, conditional or irregular response to this ACAN; and c) Cancel this ACAN process at any time for any reason, with or without commencing a new process in its place. This procurement is subject to the Canadian Free Trade Agreement (CFTA) and the New West Partnership Trade Agreement (NWTPA). The limited tendering strategy is in accordance with the following: Part V, Exceptions - C. Government Procurement, (g) of the NWPA where it can be demonstrated that only one supplier is able to meet the requirements of a procurement. Total cost of this three-year contract is estimated at $550,000.00 CDN, GST excluded.
