The Cabell County Board of Education (Hereinafter referred to as Owner) invites qualified contractors to submit sealed bids to provide all Work, including but not limited to labor, material, equipment, supplies and transportation for RENOVATION OF NICHOLS ELEMENTARY SCHOOL 3505 Erwin Road, Barboursville, WV 25504 If bids are submitted by postal or other delivery services, they must arrive prior to the time stated above and be enclosed in an outer envelope identified with Renovation of Nichols Elementary School highlighted on the outside of the outer envelope. The successful bidder shall be required to pay no less than the U.S. Department of Labor minimum wage rates established for Cabell County, West Virginia. Bidders will be required to provide Bid security in the form of a Bid Bond in the amount of not less than 5% of the total amount bid, including all add alternates. The bond shall be on the form bound in the Project Manual. A Contract Performance Bond and Payment Bond each equal to one hundred percent of the Contract Price will be required for the successful Contractor. Other bidding requirements are described in the Project Manual. The school will be closed for summer break between June 1 and August 10, 2022. Outside of that window, work will not be allowed to be performed until after 3:00 pm on school days. Bidder will be required to enter the number of days needed to complete the Work (Substantial Completion) on the Bid Form. As actual damages for delay in completion of the Work are impossible to determine, the successful Bidder (Contractor) and the Bidders Surety shall be liable for and shall pay to the Owner an amount calculated per the Supplementary Conditions of the Contract, not as a penalty, but as fixed, agreed, and liquidated damages for each calendar day of delay until the Contract Work is Substantially Complete as defined in the General and Supplementary Conditions of the Contract for Construction. Bidders will be required to submit offer under a condition of irrevocability for a period of 60 days after submission. The Owner reserves the right to accept or reject any or all bids, to waive informalities, and to re-advertise.
