Questions and answers or discussions are not binding unless made in writing as an addendum to the Contract or Tender Documents. Tenders must be submitted in accordance with the terms and conditions specified in the tender package. The lowest priced or any tender will not necessarily be accepted. This solicitation is subject to the New West Partnership Trade Agreement (NWPTA), the Canada Free Trade Agreement (CFTA), the Agreement between the Government of Canada and the Government of the United States of America on Government Procurement (CUSPA), and the World Trade Organization Agreement on Government Procurement (GPA). The proposed contract is for maintenance and deactivation on Forest Service Roads within the Thompson Rivers Forest District up until March 31, 2023. Locations of work projects and timing have yet to be established, but will be based on District priorities and on an as and when needed basis. Some of the projects will have roads that are very brushed in and are located on steep slopes. Bidders will need to demonstrate that machine operators have sufficient experience in road maintenance and/or deactivation prior to starting a project. It is estimated that the Ministry will require 350 hours of tracked excavator time, 30 hours of crawler tractor time, 40 hours of dump truck time, 35 hours of rock truck time, 30 hours of grader time, 20 hours of roller time, 90 hours of lowbed time, and 40 hours of swamper (labourer) time and 100 hours of self-loading/picker truck time. Most project locations will be within 1 to 2 hours from Clearwater, but longer travel times may be required dependent on work priorities.
