Site work for a civil project in Hackensack, New Jersey. Completed plans call for site work for a bridge / tunnel; and water / sewer project.

Please note that only packages completed by Bidder's registered with SCE will be considered Responsive. The work will include but is not limited to the construction of approximately four hundred thirty five linear feet (435 LF) of 48" x 60" box culvert, one hundred twenty linear feet (120 LF) of 36" x 54" box culvert, four (4) precast box culvert manhole structures of various sizes, two thousand four hundred sixty seven linear feet (2,467 LF) of stormwater piping of various materials ranging in size from 14" to 48" in diameter, thirty nine (39) drainage structures, the crossing of a New Jersey Transit Railroad Line with stormwater infrastructure, two thousand eight hundred twenty three linear feet (2,823 LF) of PVC sanitary sewer piping ranging in size from 15" to 24" in diameter, twenty three (23) sanitary sewer structures, concrete encasement, sanitary sewer bypass piping and pumping, sanitary sewer inspection and cleaning, utility relocations, environmental protection and restoration, traffic control measures, test pits, disposal of excess soils, compaction testing, and surface restoration. The work will take place within Park Street from south of its intersection with Central Avenue to north of its intersection with Clay Street, within Clay Street from its intersection with Park Street to its intersection with East Railroad Avenue, within East Railroad Avenue from south of its intersection with Clay Street to its intersection with Passaic Street, and beneath the NJ Transit Railroad Line near the intersection of Clay Street and East Railroad Avenue. The Contractor must abide by the conditions and requirements of the Scope of Work and all coordination with Property Owners. Complementary work to furnish and install accessory materials may be if and were directed by the Owner. The Contractor shall be responsible for providing all labor, supervision, trade skills, materials, and equipment required for this Project as described in the Construction Documents. The Contract will allow 280 calendar days for completion of the entire Scope of Work from the issuance of the Notice to Proceed. The submitted Bid packages shall be complete with the Bid description and the name and address of the Bidder marked clearly on the outside of the envelope. Bids must be placed in sealed envelopes and received by mail or hand delivered in person to the City Clerk's office located at the City of Hackensack, 65 Central Avenue, 3rd Floor, Hackensack, New Jersey 07601 by Tuesday, May 24, 2022 at 10:00a.m. The envelope must also identify the Bid as City of Hackensack Clay Street Combined Sewer Separation Contract 3: Railroad Avenue to Park Steet, NJEIFP NO. S340923-13. The City of Hackensack reserves the right to consider Bids for sixty (60) days after their receipt. The right is reserved to waive any informalities, to accept Bids which it deems most favorable to the interest of the City to make an award on each item separately or as a whole and to accept any Bid or to reject any or all Proposals in accordance with the Specifications and the Bid forms. This Project is expected to be funded in part by New Jersey Department of Environmental Protection (NJDEP) and New Jersey Environmental Infrastructure Trust (NJEIT). Neither the State of New Jersey, the NJEIT nor any of their departments, agencies or employees is, or will be, a party to this Contract or Subcontract. This Contract or Subcontract is subject to the provisions of N.J.A.C. 7:22-3, -4, -5, -9 and -10. All federal prevailing wage regulations as well as the Federal Labor Standards Provisions will apply. Attention is called to the fact that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin and to the greatest extent possible, opportunities for training and employment shall be given to Lower-Income Residents of the Project area and that, when possible, Contracts shall be awarded to business concerns owned by area Residents. Small, Minority and Women's Business Enterprises are encouraged to submit Bids. Bids for Proposals in excess of $100,000.00 must be accompanied by a written Affirmative Action Plan. Bidders are required to comply with the requirements of P.L. 1975, c. 127. In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, the Contractor (Subcontractor) shall comply with all the provisions of N.J.A.C. 7:22-9.1 et seq. for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SEDs). The Successful Bidder for the Project shall commit to the use of small business concerns owned and controlled by SEDs with a goal of ten percent (10%) of the work value under the Contract. All Contractors, including SED Contractors, shall submit their own SED Utilization Plan to the NJDEP OEOPCA, with a copy to the Owner, within thirty (30) days of the Contract award. The Contractor's plan shall contain provisions to meet the specific SED Utilization requirements of the Contract. The Contractor's plan shall outline the entire Project or Contract work, the estimated time to complete the work, each significant segment of work on which SEDs will or may participate and a description of how SEDs will be contacted. The Contractor shall submit SED Participation Monthly Progress Reports (Form OEO-003) to the Project Compliance Officer and shall submit SED Participation Building Phase Quarterly Reports (Form OEO-002) to the Project Compliance Officer and to the OEOPCA, in accordance with N.J.A.C. 7:22-9.12.
