Renovation of a mixed-use development in Aurora, Colorado. Completed plans call for the renovation of a medical facility.

The contractor shall furnish all labor, equipment, materials, and supervision to complete project VA Project 554-22-143: Install Fan Coil Unit(s) (FCU) at the Diagnostics and Treatment Building at the Rocky Mountain Regional Veterans Affairs Medical Center located at 1700 N. Wheeling St., Aurora CO 80045. The contractor shall provide three (3) prices; Line Item 0001 through Line Item 0003 (additive pricing). The contractor shall include prices for all items listed in the pricing schedule and include all costs associated for work in the SOW, if specifically listed in the pricing schedule. Work will be accomplished at the Rocky Mountain Regional Veterans Affairs Medical Center located at 1700 N. Wheeling St., Aurora CO 80045. The Department of Veteran's Affairs has a requirement to install Fan Coil Unit(s) (FCU) at the Diagnostics and Treatment Building (building 3 also known as D/F) at RMR VAMC, located at 1700 N. Wheeling St., Aurora CO 80045. Project magnitude: between $250,000 and $500,000. The NAICScode is 236220 - Small Business size standard is $39.5 M Important Notice: Apparent successful offerors must apply for and receive verification from the Department of Veterans Affairs Center for Verification and Evaluation (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control enough to establish appropriate status. Offerors must be both VISIBLE and VERIFIED by the Department of Veteran Affairs CVE at the time of offer submission. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz at the time of offer submission and contract award will result in the offeror's proposal being deemed non-compliant. All offerors are urged to contact the CVE and submit the required documents to obtain CVE verification of their SDVOSB status if they have not already done so. All questions in relation to this solicitation must be submitted in writing via e-mail to robyn.young2@va.gov and received no later than 12:00 pm MST, October 4, 2022. A site visit shall be held on September 27, 2022 at 11:00 am. Prospective bidders will meet at the main concourse in front of Patriot Brew Coffee Shop. Hard Hat and Reflective Vest required. See Instructions to offerors for further information. Instructions, Conditions, and Notices to Offerors. All submitted proposals must be received in email by the closing date and time. This solicitation closes October 24, 2022 at 10:30 A.M. MT. Proposals shall be submitted via e-mail in accordance with Part I/Section B, to be considered for this project. Proposals received in any other format will result in the offeror's proposal not receiving further consideration. A hard copy bid bond must be received at the address listed in the instructions to offerors prior to the closing date and time. Install Fan Coil Unit(s) (FCU) at the Diagnostics and Treatment Building Project 554-22-143 Rocky Mountain Regional Veterans Affairs Medical Center (RMR VAMC) 1.0 - OBJECTIVE The Department of Veteran's Affairs has a requirement to install Fan Coil Unit(s) (FCU) at the Diagnostics and Treatment Building (building 3 also known as D/F) at RMR VAMC, located at 1700 N. Wheeling St., Aurora CO 80045. The objective of this project is to provide cooling to the second floor where new Lab equipment will be located. All Contractor-provided systems and components shall optimize performance and require lowmaintenance. All Contractor-provided systems and components shall comply with applicable codes, be field tested, be fully functional, and be installed in accordance with manufacturer's specifications. 2.0 - STATEMENT OF WORK Base Bid/CLIN 1: The Contractor shall furnish all engineering, supervision, labor, material, and equipment to provide cooling to the level 2 Lab by means of a new fan coil unit, 3-FCU-2.14, located in the interstitial space above level 2. Alternate 1 Additive /CLIN 2: The Contractor shall furnish all engineering, supervision, labor, material, and equipment to provide cooling to the level 2 Lab by means of a new fan coil unit, 3-FCU-2.15, located in the interstitial space above level 2. If funding is available, this option will be awarded at the time of base-bid award. Alternate 2 Additive/CLIN 3: The Contractor shall furnish all engineering, supervision, labor, material, and equipment to provide cooling to the level 2 Lab by means of a new fan coil unit, 3-FCU-2.16, located in the interstitial space above level 2. If funding is available, this option may be awarded at the time of base bid and will only be awarded if Option 1/CLIN 2 is also awarded. For the Base Bid and all additives: o Provide ICRA class III protection during construction within Lab including the ceiling plenum. o Work causing noise, vibration, dust, or possible disruption to normal lab operations will be required to be done after normal working hours. o New equipment shall be added to the existing Building Automation System (BAS). New points shall be integrated with the main campus BAS (JCI/Metasys) utilizing the existing integration server. Metasys Graphics shall be updated for new equipment. o Install condensate pump(s) where necessary. o Install new and connect to existing where possible chilled water, electrical power, condensate drain, ductwork, and control wiring systems for the new FCU(s). o Install breaker(s) and disconnect(s) as required to meet code. o Update existing BAS with new programming and graphics. o Perform testing and balancing of new FCU(s). Page of 36C25922R0061 3.0 - GENERAL The Dept. of Veterans Affairs (VA) requires strict adherence to the Code of Federal Regulations (CFR) 29, Part 1910 and 1926. This includes the requirement that the Contractor have a "Competent Person" on the job at all times. The Competent Person must have a 30-hour Occupational Safety and Health Administration (OSHA) card. All Contractor employees, on site, shall have a ten (10) hours OSHA construction safety training certificate, at a minimum. Documentation of these requirements shall be submitted and approved prior to performing the work. This entire project shall conform to 100% of all VA standards and specifications, OSHA, AIA Construction Guidelines, Joint Commission Environment of Care Standards, and applicable building codes. The Contractor shall be responsible for the health and safety of their own employees. The VA will inform the Contractor of any hazards such as designated permit confined spaces, electrical hazards, etc. which may affect Contractor employees. The Contractor must take precautions appropriate for the safety of their employees as well as provide equipment necessary for these actions. Contractor employees will notify the VA Representative before entering a designated permit required confined space, so precautions can be taken in advance of the work. The Contractor shall hold harmless and indemnify the Government against any and all liability, claims, and costs of whatsoever kind and nature for injury to or death of any person or persons and for loss or damage to any property occurring in connection with, in any way incident to, or arising out of the occupancy, use, service, operation or performance of work under the terms of the contract, resulting in whole or in part from the negligence acts or omissions of the Contractor, any Subcontractor, or any employee, agent, or representative of the Contractor or Subcontractor The Contractor is responsible for protection of existing finishes, and VA property, furnishings, fixtures, and equipment (FF&E), located in the areas where demolition, construction, preventative maintenance, and repair work is being performed, as well as along paths of travel to and from these areas. Both exterior and interior finishes and property must be maintained. The Contractor is liable for any damage to VA property during the course of the contract. Any damage to existing finishes must be repaired by the Contractor to equal or greater quality than existing finishes. All tasks accomplished by the Contractor personnel will be performed to preclude damage or disfigurement of government-owned FF&E and architectural or building structures. Contractor will report any damage or disfigurement to these items when caused by the Contractor's personnel and will perform repairs or replace government-owned equipment, fixtures, furnishings, grounds and architectural or building structures to their previously existing condition. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
