All relevant conditions are described in the tender documents which can be obtained through the electronic tendering system at website. To be considered, each bid must be accompanied by a certified check, made payable to the Municipality, or a bid bond issued by an insurance company recognized in insurance, guaranteed by the Inspector General of Financial Institutions of Quebec, in an amount equal to 10% or more of the amount of the tender, valid for a period of (90) ninety days from the date of opening of tenders. In addition, each tender must be accompanied by a document issued by an insurance company recognized in insurance guaranteed by the Inspector General of Financial Institutions of Quebec confirming that it will issue in favor of the Municipality, a performance bond for the contract drawn up for a value of 50% of the contract price and a payment bond for labour, creditors' services and subcontractors for a value of fifty percent (50%) of the contract price, all valid for a period of ninety days from the date of opening of tenders. This contract is subject to the Contract Management Policy of the Municipality and, to this effect, any tenderer must agree to respect it by completing the declaration of the tenderer attached to the tender documents. The Municipality does not undertake to accept either the lowest or any of the tenders received, without incurring any obligation towards the tenderers.
