THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. NO CONTRACT OR PURCHASE ORDER WILL BE AWARDED FROM THIS NOTICE. THIS MARKET RESEARCH IS TO GAIN KNOWLEDGE OF INTEREST, CAPABILITIES, AND QUALIFICATIONS OF INTERESTED VENDORS AND WILL BE USED BY THE GOVERNMENT TO SHAPE THE ACQUISITION STRATEGY IN DEVELOPING A COMPETITIVE REQUIREMENT. The United States Department of Agriculture, Forest Service, Special Projects Operations Center - Southwest Region intends to issue a solicitation for a multi-award Indefinite Delivery/Indefinite Quantity contract for Emergency Hazardous Materials Relapse Response; Non-CERCLA Site Investigation, Cleanup and Restoration; and Characterization and Cleanup of Illegal Marijuana Grow Sites services. Services will be provided in National Forests located in FS Regions 5 (California) and 3 (Arizona, and New Mexico). The Forest Service may award contracts to multiple entities based on location and capability. Each contract is anticipated to be for a base period (up to one (1) year) and four (4), one (1) year option periods. The Forest Service cannot provide personnel nor equipment to complete the requirements; therefore, the awarded contractor(s) must provide all management, supervision, labor, and supplies. The contractor(s) personnel must have necessary expertise, qualifications, and experience to assure performance of the work in accordance with sound, safe, and efficient management practices. Sources are being sought for entities with a North American Industry Classification System (NAICS) code 562910, Environmental Remediation Services, with a Small Business Size Standard of 750 employees. The NAICS code is listed as a woman-owned small business (WOSB) set-aside, however we are requesting information on all business sizes and categories listed in item #2 below. Responses are requested with the following information: Vendor's name, address, UEI, points of contact with telephone number(s) and e-mail address(es). Business size/classification to include any designations as Small Business, HUBZone, Woman Owned, Service-Disabled Veteran Owned and/or 8(a). Description of capability to perform any or all of the following services: Activity I: Emergency Hazardous Materials Release Response. Under this activity, the contractor may be requested to provide emergency response services to hazardous materials to release or spill on National Forest System Lands. This may include but is not limited to: emergency response to hazardous materials spills or releases, clandestine drug labs, and the discovery of abandoned or illegally disposed of hazardous materials. Activity II: Non-CERCLA Site Investigation, Cleanup and Restoration: Under this activity, the contractor may be requested to investigate and/or cleanup hazardous materials/waste contamination at sites on the National Forest System. Work under this activity is for non-CERCLA related site investigation and remediation activities that may, but is not limited to: underground/aboveground storage tank removal/closure and the investigation, cleanup, and off-site disposal of related soil and/or groundwater contamination; investigation, cleanup and off-site disposal of suspected PCB spills and/or contamination; investigation, assessment, and/or abatement of lead-based paint (including clearance testing); investigation, assessment, and/or abatement of asbestos (including clearance testing); inactive and/or abandoned solid waste disposal site closure; non-emergency cleanup, removal, and off-site disposal of abandoned chemicals and hazardous materials; hazardous materials surveys and reporting in support of building/structure demolition projects; and abatement, removal, and off-site disposal of hazardous materials for building/structure renovation or demolition projects. Activity III: Characterization and Cleanup of Illegal Marijuana Grow Sites. Under this activity, the contractor may be requested to investigate and/or cleanup investigation and cleanup of hazardous materials/waste/contamination at illegal marijuana grow sites on the National Forest System. Many of these grow sites are in remote areas on lands with limited vehicle access and will require either hiking-in or the use of helicopters. Work under this activity may include; but not limited to: inventory, characterize, and disposal of hazardous chemicals and wastes; sampling of irrigation water impoundment, irrigation lines, soils, and plants for chemical contamination; removal of pesticides contaminated cannabis plants; removal of contaminated grow site infrastructure; sampling and decontamination of USFS vehicles which may have been contaminated; and sampling and analysis of potentially contaminated field equipment and clothing worn by USFS staff to determine if contaminated with hazardous chemicals from illegal grow sites. The method of contractor selection has not been determined at this time.
