In general, this contract includes removal and replacement of curb and gutter, sidewalks, ADA ramps, driveways, installation of 6" ductile iron pipe water main, connection and dis-connection of water main, minor drainage improvements, installa-tion of pavement patching, cold-milling of asphalt roadways, instal-lation of level binder and hot-mix asphalt surface courses, drainage structure adjustments, pavement striping, parkway restoration, and all appurtenant work thereto. The Village of Oak Park reserves the right to issue plans and speci-fications only to those contractors deemed qualified. No bid docu-ments will be issued after 4:00 p.m. on the working day preceding the date of bid opening. All prospective bidders must prove they are pre-qualified by the Illinois Department of Transporta-tion by providing a certificate of eligibility to the Engineering Divi-sion at which time a password will be issued for access to the online bid documents. This project is financed with local Village funds, federal Community Development Block Grant (CDBG) funds, and Illinois Department of Commerce and Economic Oppor-tunity (DCEO) grant funds and thus is subject to all state and federal rules, regulations and guidelines, including Davis-Bacon and Re-lated Acts, Section 3, and Equal Opportunity requirements. Contractor will be required to comply with the Business Enter-prise Program (BEP) for Minori-ties, Females, and Persons with Disabilities Act (30 ILCS 575/0.01 et seq.). This project will have a BEP utilization goal set by DCEO for a percentage of the grant dol-lars going to businesses that have been certified as owned and con-trolled by persons who are minor-ity, female or who have disabilities. Contractors are required to reach the utilization goals or show good faith efforts to reach the utiliza-tion goals. See project manual for details.
