This project will provide drainage improvements to Fairfax Blvd at the Meredith Dr intersection by replacing undersized storm sewer pipe with pipe that is sized to sufficiently convey the 10-year storm, along with the necessary inlets and manholes. SCOPE OF WORK: This project will provide drainage improvements to Fairfax Blvd at the Meredith Dr intersection by replacing undersized storm sewer pipe with pipe that is sized to sufficiently convey the 10-year storm, along with the necessary inlets and manholes. These improvements will reduce the instances and effects of flooding that has historically affected this area. The project also includes traffic control necessary to construct the project, and restoration of concrete curb/gutter, sidewalk, aprons, and asphalt pavement that will be affected by the construction activities. The existing storm sewer system along Fairfax Boulevard, Meredith Drive, and Oak Street is currently not adequate as there is frequent flooding after rain storms. There is a 36" pipe sending approximately 44 acres of runoff to a single structure (Ex-22). From this structure, the pipe size changes to a small pipe size of 18" RCP, further restricting the amount of flow. The remaining pipe run is comprised of pipes sizes of 15", 18", and 24" that are all over capacity. A few of these pipes are also flowing backwards (note on plan sheet 6). In addition to this, there are inlets that may not be adequately sized. There are large spreads located at structures Ex-9 and Ex-25. Large areas are flowing to these inlets. Structure Ex-3A also has a large carry over due to the size of the runoff flowing to it. All of these factors result in an abnormally high HGL, which is causing the roads to flood. CONTRACT TERM: The term of the contract shall be 180 days from notice to proceed. A fully completed and properly executed original Bid Bond, cashiers check, certified check, money order, or cash escrow in the amount of five percent (5%) of the amount of the bid made payable to the Treasurer of the City shall accompany each bid. Bid Surety may be retained until after the award to the successful bidder is made. The Bid Surety of the successful bidder shall be retained until completion of the Contract or the posting of a Performance Bond, whichever occurs sooner. A bid submitted without a bid surety, or with a bid surety in an amount less than the required amount, shall be rejected. The posted form shall be utilized for submission of bid bonds BID ACCEPTANCE PERIOD: Any bid in response to this solicitation shall be valid for (120) days. At the end of the days the bid may be withdrawn at the written request of the bidder. If the bid is not withdrawn at that time it remains in effect until an award is made or the solicitation is canceled. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
