Bids will be accepted and will be opened at the time all sealed bids are received and announced. All bids are subject to the provisions of Chapter 2, revised Ordinance of the City of Newark, Sec. 2:4:14(A) entitled, Contracts with City and stipulations as to prevailing wages and working conditions. Contract or contracts will be awarded to the lowest responsible bidder. The City reserves the right to reject bids and to waive informalities in accordance with applicable laws, N.J.S.A. 40A:11-4, 40A:11-13.2 and 40A:11-23.2, and, to award the contract or contracts in whole or any part thereof. The City reserves the right to increase or decrease the amount of the contract to cover actual requirements needed for the contract period. Bidders must comply with N.J.S.A. 52:25-24.2 P.L. 1977, c. 33, amended by P.L. 2016, c. 43, the statement of Ownership Disclosure.Companies/firms awarded contracts for goods, services and construction will be required to comply with the requirements of N.J.S.A. 10:5-31 et seq., P.L. 2010 c. 127 (N.J.A.C.) 17:27 et seq., and with N.J.S.A. 52:32-44, requiring proof of business registration with the state of New Jersey. Public Law 2012 c. 25, the disclosure of investment activities in Iran, is also a non-waivable requirement.
