ELIGIBILITY Only bids from contractors and suppliers with an establishment in Quebec or who have an establishment in a province or territory covered by an intergovernmental contract liberalization agreement applicable to the City of Sainte- Therese. Each tender must be accompanied by the form entitled " Declaration of the tenderer" included in the tender documents, also available on the website of the City of Sainte-Therese www.sainte-therese.ca , under the heading " City / Doing business with the City " and emanating from the contract management policy of the City of Sainte-Therese adopted under the authority of by-law number 1290 NS, also available on the aforementioned website. In addition, the City of Sainte-Therese has adopted a procedure for receiving and examining complaints filed in the context of the awarding of a contract following a public call for tenders or the awarding of a contract by mutual agreement with a sole supplier, involving an expenditure equal to or greater than the minimum threshold for a public call for tenders. SUBMISSION GUARANTEE Each bid must be accompanied by a certified check or bank draft drawn on a Canadian chartered bank, payable to the Town of Sainte-Therese, in the amount of at least ten percent (10%) the total price of the bid (2 years), including taxes. In lieu of a certified check or bank draft, a bid bond of ten percent (10%) of the total bid amount may be provided. This surety bond must be issued by an insurer holding an insurer's license recognized by the Autorite des marches financiers, authorizing it to carry out guarantee/surety bond activity in Quebec. The quote will be valid for a period of 90 days. The City of Sainte-Therese does not undertake to accept the lowest or any of the tenders received without incurring any obligation or any costs of any kind towards the tenderer(s).
