1. The Regional 911 Dare County Emergency Operations Center is located at 370 Airport Road, Manteo, North Carolina 27954. This building houses our Emergency Management Department, Emergency Medical Services Department, and is the Regional Public Answering Point for Dare, Tyrrell, and Hyde counties. a. Independent Contract Status: The contractor shall be solely responsible for hiring, firing, pay and benefits and any government forms and reports for their employees. As well as any damages or fee's caused by the contractor's employees. All cleaning supplies shall be furnished by the contractor at their expenses. Dare County shall be responsible for procuring all bathroom paper products, trashcan liners, and hand soap refills. However, the contractor will be responsible for replacing these items as needed. b. Uniforms: The Contractor employees must wear company uniforms with identifiable logos. c. Contractor Schedule: Contractor shall arrange a schedule to perform services with minimal impact on County operations. A schedule of operating hours will be provided to the awarded contractor. d. Holidays and Closings: On County holidays or adverse weather days when County offices are closed, service is expected as needed. e. Daytime Employee: The contractor must provide a daytime employee to be available to do touch-up spot cleanings to bathrooms, meeting and conference rooms, and breakrooms/kitchens. f. Background Checks: It is the policy of Dare County to provide a crime free and safe environment for all County Government employees to work. Therefore, at the expense of the Contractor, the County requires a criminal background check on each employee assigned to work on County property. As a requirement of this contract, upon notification of award, the successful Contractor must provide a statement, signed by an official of the company that the required criminal check has been performed on each employee assigned to work on County property. The statement must provide the following information at a minimum: employee's name, address, date of birth and social security number. All of the contractor's employees who will be entering the building will be fingerprinted by the Dare County Sheriff's Office at the contractor's expense. Fingerprint records will be retained by the Dare County Sheriff's Office on site. When an employee is terminated (within forty-eight (48) hours of termination), written notification is to be provided to the Dare County Sheriff Office. During the term of the contract, prior to any new employee commencing work, the Contractor must follow the same procedures for any new employees assigned to work on County property. g. Invoices: Contractor shall submit invoices on a monthly basis in the amount of 1/12 of the annual contracted price submitted in this RFP. Each invoice shall have a completed "RECC-EOC Cleaning Checklist" attached. h. Inspections: Contractor shall make visual inspections randomly to make sure employees are complying with the requirements of the contract. The County will inspect the buildings on a random basis to ascertain whether the services are being provided as agreed. i. Building Access: Access to the building and department areas shall be coordinated with Captain Jack Scarborough with the Dare County Sheriff's Office and Drew Pearson, Director of Emergency Management. Some areas require badge access while others require keys. j. Smoking: Smoking is prohibited on all Dare County properties except in designated areas. Dare County reserves the right to reject any and all proposals in accordance to North Carolina General Statutes, to waive technicalities and informalities in bidding, and to accept a proposal other than the lowest submitted if such action is deemed to be in the best interest of the County.
