Contractor Awarded Address: Oregon City, OR 97045-3768 USA Base and All Options Value (Total Contract Value): $210206.68 Goals for minority participation for each trade 3.8% Goals for female participation for each trade 6.9% SCOPE OF CONTRACT This work consists of the construction of work items to construct a new asphalt paved parking lane, a new asphalt paved apron and the installation of a new precast concrete double vault toilet building at the Lava Lands Visitor Center. Project work shall include: designed asphalt paved parking lane shall be surveyed and staked to achieve the layout shown in the drawings for location and designed depths, striping of accessible parking stalls, accessible aisle and no parking areas and placement of new wheel stops. It also includes saw cutting and removal of the existing asphalt pavement for new asphalt placement; excavation, grading and compaction of subgrade and aggregate base material to achieve design slopes for drainage. Excavation waste, slash and tree stump material shall be hauled to the government supplied disposal and burn pit sites. Work also includes placement of painted pavement markings, installation of reserved accessible parking signs on wooden post, clearing and grubbing for new asphalt placement and vault toilet installation; also, other related work as described in these documents, specifications, and contract documents, by the reference made a part hereof. Contractor shall furnish all necessary personnel, labor, materials, equipment, services, facilities, transportation, and incidentals to perform the Scope of Contract and Specifications provided in regard to this project. The Contractor shall utilize products and materials that promote energy conservation, pollution prevention, waste reduction, use of recovered materials, that are environmentally preferable, with recycled content and that are recyclable, are made from biobased materials, and are energy efficient (Energy Star-qualified) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered. PROJECT LOCATON The project is located on the Deschutes National Forest. From Deschutes National Forest Administration Headquarters, 63095 Deschutes Market Road, Bend, OR 97701, Head north on Deschutes Market Road for 0.2 miles. Turn left onto Yeoman Road travel for 0.7 miles. Turn left onto NE Purcell Blvd and travel for 0.3 miles. Turn right onto Empire Blvd and travel for 0.4 miles at the traffic circle, take the 2nd exit and stay on Empire Blvd and travel for 1.1 miles. Turn left to merge onto US-97 S/Bend Pkwy and travel for 0.3 miles. Merge onto US-97 S/Bend Pkwy and travel south on US-97 S for approximately 13 miles, then make a slight right onto Crawford Road/Forest Service Road 9702, then travel 338 feet and turn right onto Forest Service Road 100, then travel 197 feet to the Lava Lands Visitor Center at 58201 South Hwy 97 Bend, OR 97707. The South Parking Lot will be to the left and the North Parking Lot will be to the right. The Government's estimated magnitude of this project is between $100,000 and $250,000. Contract performance shall be complete by 30 September 2022. Estimated start work date is 1 June 2022. MAGNITUDE OF CONSTRUCTION PROJECT The Government's estimate is between $100,000 and $250,000. Note: Payment for bond premiums in accordance with Clause 52.232-5, Payments under Fixed-Price Construction Contracts, shall not be in addition to the contract price. Include bond payments under Mobilization. Payment will be made on actual work performed as described in FP-14 109.01. The estimated start work date is 1 June 2022. All work shall be completed by 30 September 2022. Clean all heavy equipment prior to entering National Forest System Lands to prevent the spread of weeds (USDA FS 2005, R6 Standard #2). o Use only weed free sources of gravel, fill and rock that is judged to be weed free by the District or Forest weed specialists (USDA FS 2005, R6 Standard #7). o The Lava Lands Visitor Center receives many visitors once open and will require an approved Traffic Control Plan to address pedestrian and vehicular traffic. The Lava Lands Visitor Center is estimated to be open to visitors from May 5, 2022 to October 9th, 2022 (Pending COVID-19 State & Federal Reopening Guidance). o The North Parking Lot shall remain open and accessible to the public for parking during construction of the South Parking Lot. Also, the North Parking Lot Access Roadway/ Lava Lands Visitor Center Exit Roadway must remain open to allow visiting vehicle traffic to leave the site STATEMENT OF WORK/SPECIFICATIONS (FEB 1988) The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to perform the Statement of Work/Specifications referenced in Section J. 452.211-73 ATTACHMENTS TO STATEMENT OF WORK/SPECIFICATIONS (FEB 1988) The attachments to the Statement of Work/Specifications listed in Section J are hereby made part of this solicitation and any resultant contract. C-5 BIO-PREFERRED PROGRAM REQUIREMENTS The Contractor must comply with Section 9002 of the Farm Security and Rural Investment Act of 2002 (FSRIA), Executive Order (EO) 13423, "Strengthening Federal Environmental, Energy, and Transportation Management," and the Federal Acquisition Regulation to provide biobased products. The Contractor shall utilize products and material made from biobased materials (e.g., insulating foam, composite panels, and concrete and asphalt release fluids) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR). The following is an example list of products that may be used in this contract for minor construction for which biobased products are available. The list is not all inclusive. It is desirable that vendors be able to supply the greatest number of biobased products meeting the health and environmental specifications *The value for this project is based on a financial range.
