The Portage County Regional Airport Authority anticipates receipt of grants from the Federal Aviation Administration and the Ohio Department of Transportation, Office of Aviation, over the next five years for work listed on the current Airport Capital Improvement Program. Specific projects are anticipated to include, but are not necessarily limited to: Rehabilitation of Taxiways/Aprons Land Acquisition Taxiway Relocation and Construction Hanger Site Preparation BIL/AIG Hangar Construction Runway Extension Perimeter Fencing Obstruction Removal Airport Layout Plan (ALP)/Master Plan Updates Prepare/Update Exhibit A property map General Airport Construction and Rehabilitation. The Portage County Regional Airport Authority is requesting Statements of Qualifications to provide consulting engineering, design, preparation of plans and bid documents, bidding assistance, construction administration and observation, grant and DBE program administration, preparation of 10-year Capital Improvement Program and related services for these projects. Qualified design professionals interested in being considered for this work are invited to submit a Statement of Qualifications and other supporting information for providing the engineering, planning and related services required for the completion of this work within the guidelines of state and federal standards. Submittals are limited to twenty (20) 8.5 x 11" pages. Strong emphasis will be given to the following criteria: a. Familiarity with prevailing FAA regulations - 20 pts. b. Capability to perform all aspects of the projects - 20 pts. c. Recent experience in airport projects comparable to proposed projects - 20 pts. d. Professional background, experience and caliber of key personnel - 20 pts. e. Familiarity with the projects and the airport - 20 pts. Fees will not be a consideration in the selection and must not be included in the response. A preliminary review of the qualifications of the firms will be undertaken by a selection committee. Additional information and/or personal interviews may be requested of any firm(s) after the initial evaluation. The firm with the best qualifications will be invited to negotiate a contract for the first phase to be funded. For subsequent projects, fees will be negotiated for work actually funded each year and a contract entered into for only that work. If an agreement is reached, a contract will be entered into by both parties. If no agreement is reached, the next highest ranking firm will be invited to negotiate, until a mutually agreeable contract has been established. The Airport Authority reserves the right to delete services not required, add projects not specifically included herein, and to initiate additional procurement action for any additional services or projects not under contract.
