Site work and paving for a mixed-use development in New Bloomfield, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The work for this Project generally includes, but is not limited to: Work Area 1: Installation of two (2) Americans with Disabilities Act pedestrian curb ramps at the intersection of Locust St. and Barnett St. in the Borough and overlay including base repair along Locust Alley, Black/Grass Alley, and Hickory Alley. Work Area 2: Installation of one (1) Americans with Disabilities Act pedestrian curb ramp at the intersection of Locust St. and Barnett St., one (1) Americans with Disabilities Act pedestrian curb ramp along Lakeside Dr., and two (2) Americans with Disabilities Act pedestrian curb ramps at the intersection of Barnett St. and Apple St. in the Borough. Overlay including base repair along Barnett St. and Patio Ct. Sidewalk connections along Timber Circle and Lakeside Dr. Work Area 3: Installation of four (4) Americans with Disabilities Act pedestrian curb ramps at the intersection of W. Main St. (SR 0274) and Apple St. in the Borough and the installation of two (2) flashing warning devices and two (2) signs at two (2) locations in the Borough. Each bid shall be accompanied by a Certified Check payable to the order of Bloomfield Borough or a Bid Bond in an amount of not less than ten percent (10%) of the bid total. All bids shall be irrevocable for 60 days after the bid opening date for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Bidders must comply with all State anti-bid rigging regulations pertaining to work associated with this Project and will be required to submit a fully completed and executed Non-Collusion Affidavit with the bid. Prevailing Wage Rates will apply to this Project. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act ('the Act'), which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost for each Contract is greater than Twenty-Five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, and related matters. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, said provisions being pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. All bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability, or national origin in consideration for an award. Similarly, the successful bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed, or color. The Borough reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Borough, and to reject any or all proposals. The Work will be substantially completed on or before August 26, 2022 ; General Conditions on or before September 9, 2022.
