Renovation of a municipal facility in South Kingstown, Rhode Island. Completed plans call for the renovation of a municipal facility.
The Town of Foster is requesting proposals from interested contractors with demonstrated experience in the restoration of historic structures. All bidders are required to visit the site and take measurements to provide the town with the most accurate estimated cost of work. All questions are due by 12PM, Wednesday May 18, 2022. All bids must be accompanied by an estimated time schedule and completion date. B. Background The Foster Town House, located in the Foster Center Historic District, is one of the oldest operating Town Houses in the country. The Town House is in need of necessary improvements for the longevity of the structure. The windows, doors and basement entrance all need to be refurbished in order to extend their lives. Additionally, the interior paint is peeling in multiple sections of the interior. The Town is soliciting quotes to complete this work. This project is assisted by a Champlin Foundation Grant. The property possesses architectural and historical significance recognized by RIHPHC. All work must be done in conformance with The Secretary of the Interior's Standards for Rehabilitation and all work performed will be subject to review and approval of a representative of the RIHPHC. C. Scope of Work Task #1: Windows (25) Remove and reset top sash to be fixed. Make bottom sash operable. For the window stops, repair or replace in kind 6-8 1/2 " beaded stops. All new window stops should be primed. Work should be evaluated and quoted for all 25 windows. All replacement wood should be oak. Task #2: Doors/Side Entrance Interior - Adjust door to function correctly, this may include resetting stiles and rail of the door, however bidders should evaluate themselves and develop proposals and quotes accordingly. All replacement wood should be oak. Door - Repair cracks and prime. Task #3: Basement Entrance Mud Board / Threshold - Replace bottom threshold, approximately 3 feet wide. All replacement wood should be oak. Clapboard siding - Repair Lower (5) courses. All replacement wood should be oak. Task #4: Interior Paint - Paint and repair section of ceiling approximately 5'x4' area; repair small section of wall near the stage, approximately 1'x3' area; Prepare upper and lower ceiling (scrape and sand), apply three (3) coats of paint, one (1) primer & two (2) finishing coats for an area of approximately 2,500 SF total. D. Requirements Bidders must be licensed to do business in the State of Rhode Island. There shall be no discrimination against any employee who is engaged in the work proposed, in compliance with Title VI of the Civil Rights Act of 1964 (Equal Employment Opportunity). Bidders must have appropriate historic preservation experience. Information must be provided on the attached Qualifications Statement for up to three historic preservation projects on buildings at least 100 years old that have been completed in the past five years, including date of completion, the building's
