The Board of Commissioners of the Laramie Valley Municipal Irrigation District [ LVMID ] will accept sealed Proposals to provide professional services including survey, design, bidding, construction administration, and permitting for moving the Oasis Diversion approximately 1.1 miles upstream under a Wyoming Water Development Commission [ WWDC ] Level III funded project. The Oasis Diversion is located on the Laramie River, North of Laramie, Wyoming. Preliminary project recommendations for this project were prepared in a WWDC Level II Study Amendment completed in August 2021; this report is available to any bidder upon request. All requirements of a WWDC Level III funded project are to be met including meetings, design submittals, construction inspections, etc. All Proposals shall include the following: 1. Cover Letter (2-page limit) 2. Qualifications Package (2-page limit excluding project abstracts and resumes) a. Firm profile, staff assigned to project, project abstracts, and resumes. b. List of subconsultants and their respective role. 3. Scope of Work a. Meet the general WWDC Level III project requirements for professional services. b. Schedule with major milestones of scope work relating to construction start date. 4. Proposed Cost a. Aligned with scope of work including rate sheet. b. Any assumptions shall be documented in Scope of Work section. Bidder must be a licensed Professional Engineer within the State of Wyoming and listed as a NRCS technical service provider for engineering practices. The Commissioners of LVMID will open the sealed Proposals at the address listed. The Commissioners reserve the right to reject any and all Proposals and to enter into contracts with any applicant deemed qualified and whose Proposal offers the best value.
